Alas Tani: I as NPC GM do have a consideration and traits for NPCs will give players more flavour, plus I want to give my NPCs personality and as NPC GM I will be setting!
How about we have a vote on the matter? That way if people vote in my favour you have to respect the wishes of your players. Deal?
I will anyway do a list of traits for NPCs this afternoon or evening to convince o Tani boy: you want more chaos right?
Also: I am afraid I disagree with bribing your way into making yourself a ally, especially as NPCs like Moyo may not be amused, although Kim would love your money for hisnuclear programme food project. Intervening might be a good consideration. Diplomatic moves are good. Coups are grand.
I have plans to set some NPC wars so you might consider this for show of force. Also the Rasputin thing I mention earlier: NPCs with lesser military power will love your defence promise, although keep it; failing to keep a promise may make the NPCs untrusting of you. On the other hand you may want to avoid WW1 domino pacts.
Also keep in mind that helping one NPC may anger another: helping the CSA may anger an atheist theocracy and Hobbes will face palm if you help anarchists.
