National debt and secession

Divide it up by population size. Assuming a peaceful and legal secession, the seceding part would have the percentage of the debt equal to the percentage of the population which goes with it. Texas, which occasionally talks about seceding is certainly responsible for national debt at least equal to the portion of the population they have. And arguably is technically responsible for causing even more than that proportion.
 
Problem with Per Capita is that ot has little relation to economic weights or govt benefits a region has received, and could conceivably see a high-pop, but poor and government-ignored region get saddled with a gross part of the debt.
Indeed. It is, however, easily calculated and therefore a good starting point.
Also, poor high-pop regions are rarely government-ignored. They're the low hanging fruit in terms of votes that can be "bought" via investment.
