The Holy Roman Empire wishes to announce that it agrees with the four-state solution to resolve the crisis currently afflicting the former territory of the PUAF, as outlined by the EUA. We believe this to be the most effective, and reasonable solution to deal with the degree of separatism and rebellion which afflicts this region, and we hope that all parties interested agree with our stance, for it is the only stance we will hold.
We will accept the two new states of the Provinces Unie de la Frontiere (PUF) and the Provinces Unie de la Canada (PUC) as Imperial Protectorates, and we will continue to work with them and all of the other United Provinces. We will not, however, accept any further partition of the states as outlined above, and we will not accept any further movements for seccession or foriegn annexation. All states will uphold their obligations with the Holy Roman Empire and her allies, and all states will be party to the trade agreements and alliances which come with the state of Protectorate which these states now enjoy.
On the issue of Slavery, we remain in condemnation, yet we agree and can see that slavery, as an economic system, is essential to the current well-being of the PUO, yet detrimental to the long-term well being. We wish to maintain pressure upon the government of the PUO to rid itself of this unholy and unsavory institution, yet we will refrain from any pro-active measures, as we see the issue to reside in the area of domestic policy, an area which is not for the Empire to interfere in. Furthermore, we will not tolerate any one state from removing itself from the system of the United Provinces.
