I cannot understand why. Those unhappinesses come from the difference between the mean world values and yours, taking pop numbers into account. If you don't have constabularies, others don't have it neither. Are you using garrisons with high strength?
It's more than just that. Unhappiness increases over population, turns, and tech as well. The mean values and yours(defense strength, not crime) is just the big variable in the formula, when you don't have a -50% Crime Reduction. That can stagger and hurt you a lot.

That only applies when yields do not scale over just population and a static number from garrison/great general + Defense buildings. Since everyone can always add an additional culture or science into their cities to fix these problems, civilizations do not simply have the power to just increase their city's defense strength at will.

Crime is not a yield. It is a difference of yields between other cities and this difference is also changed by the tech levels of the civilization and the number of their national population + a random variable as well. Although, I do not agree with the disable of the espionage system. Removing the Constabulary and the Police Station reduces the difference of other cities' combat strength and thus overall the difference modifier would grow and grow over time.
 
Hi, for some reason in the community patch the AI seems to be very friendly. No wars at all on turn 218 and everyone seems to be either neutral or friendly towards one another. Any reason for this? I remember the AI being just fine when I played CP back in December of 2016.

I've tried many games and have had no change with the AI.

Then it's probably something off with your install. Plenty of wars in my games, and there's no chorus echoing your position. But good luck finding out what's off, as I know ho frustrating that could be.
 
ok guys. since G is missing in action and i've fixed some (self-inflicted) bugs in the meantime, there is a new DLL here: https://github.com/LoneGazebo/Community-Patch-DLL/issues/3337

unfortunately I don't have access to his latest code, but i'm assuming this build is compatible with the latest hotfix release. just drop it in the CP folder, replacing the exisiting DLL. backup recommended though.

How do I know if I'm not correctly installing it? Each time I update vox populi, I delete the cache, mods folder, moddedsaves folder, and the moduserdatafolder before I install the mod.

Hi, I tried this but got a CTD when attempting to load my save game with the old DLL (June 22nd Beta). Is that expected behavior, and I need to start a new game to use it? I restored the backup DLL for now so I could keep playing my save.

FWIW, it's fine with a new game.

Just to clarify, are you talking about just CP (AI + bug fixes) or the whole VP (the whole game overhaul)?

If the whole VP, then I can confirm that I am seeing lots of wars.
 
I've been playing the hotfixed 6-22 version and I can confirm that AI is not doing anything particularly weird when it comes to war/peace logic. There is plenty of fighting. However, due to the change made to Open Borders logic, I am seeing fewer DoFs, especially mid and late game as Civs are less keen to just open their borders to anyone that asks. This has also been slowing down the rate at which Tourism builds, which has had a very noticeable effect on the ease of a Culture victory. In my most recent game as Egypt (Emperor/Huge Map/Epic Speed) the game is in the early Industrial Era and as the Tourism leader I've only been able to become Influential to 3 out of 13 Civs, whereas in past games where I focus on Tourism I usually have most Civs Influenced and just wait for an Ideology or a Great Musician to end the game. Now it looks like I'll actually get to use Archaeologists, Museums, and Broadcast Towers, whereas in past games I could achieve a Cultural Victory before these techs ever came into play.

So great job with the balance changes in this latest version, G!

I love this about the change
 
It's actually too much. No one's come close to a tourism victory in my science games, and those take longer than anything, usually.
Then my Great Musicians' concert tours actually have more use now.
 
I'm not sure what the cause is, but if you tell a unit to go somewhere far distance, it will ask you every turn or two again what your command is.
Pretty annoying to micromanage if you want to prepare for war.

Is this a know issue?

I've noticed it more often with this patch. Also, the unit doesn't go as far as the unit tracker indicates in one turn.
