If releasing the hotfix doesn't take too much time (no need to remake an installer, just the fixed files to replace in the mod directory if it's possible) I'd be very happy to get it and start a new game meanwhileI'll look at it. Devs can make changes outside of the VP Congress, but if it isn't a bugfix it'll be subject to ratification after 30 days.

I've had them turned off for years but maybe time to activate them again?

What happens when they buy them , does that basically equal conquer?Venice has 8 cities in the game I'm in. AI only starts buying city states after running out of space to settle more.
