John Bellmere was reading through some of the more privileged reports of the Providential government, and he was not happy. "Secretary. Sorry. Your name was Val, right?"
"Yes, sir."
"Right. Val, do I have free time tomorrow? What's on my schedule?"
"No, sir. You have a meeting with the War Council, which you've mentioned disbanding, followed by a session of the Governancy for several hours, then a hearing on possible conflicts of interest. If you want to cancel something, I suggest you cut short the Governancy session the day after tomorrow or arrive late."
"I'll arrive late. Right. Call in the ESIPA leader for me then. Send him an annoyed note telling him I want to know what his department is producing with its espionage activities. Cracking down on Necro-surfing is all well and good, but the foreign operations seem to be mostly money sinks."
"Yes, sir. I'll send you a note on it."
"Thank you. Val." John Bellmere pushed aside the report and opened the next. "Hmm. Reports on the spread of holographic simulation technology."

"Mm-hm. Hmm. Right. All good. Val, take a note to get the military some tanks, will you? Okay, next report is on the Magistracy, Capella... grumble mumble why does the Church have such a great role? Right, the majority are listed as adherents and about one-quarter are active members. Hmm. I'll have to bypass the Church somehow. Capella has some valuable technology that we want. Genetic modifications would be excellent for putting on adaptions to unstan mining. Seems funny that the Nekomi haven't got it. Must be one of those cases where they've preserved a tradition and not the technique itself. Val! Take a note on that, or is there a bill before the Governancy already?"
"No, sir. Your - predecessor was more closely aligned with the Church, and wished to sanction the Magistracy. The Governancy members were unaligned then as now."
"Right. Thanks. Dig up what authority I have to fast-track trade negotiations, will you?"
"Yes. Long story short, you have to present it to the Governancy and make sure it doesn't get vetoed, then you need a signing approval. You'll have the full document in half an hour, with notes, sir. Is that acceptable?"
"Excellent. Now, hmm, proposal from the Nekomi, I had better forward it..."

"Val, how do I get the holoconference ware working? Is it even working?"
Valin came over and looked at the holoconference equipment. It was not plugged in. Valin stated this fact, then helped his superior to correctly position the couch chair, the recorders, and the tableau, before activating the equipment and then double-checking that it worked before helping John Bellmere to input the contact address for a researcher on genetic modifications.
"Ole Mulini, Professor of Applied Biotechnology, at your service, President." A one-third scale hologram, looking almost as real as the professor himself, only smaller, had appeared on the tableau in front of Bellmere. Both of them were sitting in comfortable mini-sofas.
"Let's dispense with the formalities, 'professor'. You got my message?"
"Indeed I did, if you refer to the Nekomi proposal of an augmentation center."
"That's the one. Seeing as Alpha Centauri is moderately hostile, I think an augmentation center might be useful. It would also build relations with the Nekomi. Now, how much funding would you require to set up a small-scale augmentation center?"
Ole Mulini named an amount. John Bellmere approved it.
"And how productive would this be?"
"After the first week after set-up, fifty people a day."
"Good. Let the Nekomi offer their modifications there too, privately. We already have a flourishing trade with them." He neglected to mention that the recent USC conquest of Sol might interrupt this.
"Let It Hence Be Done! Sorry, sir. Inside joke."
"Send me the reference some time. Thank you for your time. Val, tell me if that guy is worth basing-"
"President, you haven't ended the connection." snickered Mulini, and did so.
Bellmere grimaced and left the chair. "Val, is he still listening?"
"I don't think so. Here's how you turn it off, by the way."
"Thanks." Bellmere turned it off properly.
