NoP NESII: The "New Imperialism"

His Imperial and Royal Apostolic Majesty, Franz Joseph I,By the Grace of God, Emperor of Austria, King of Hungary and Bohemia, does hereby officially condemn the actions of both the Kingdom of Italy and the Ottoman Empire in destabilizing the Mediterranean trading climate with their actions. His Majesty places great insistence on the matter of the current ceasefire becoming a more permanent solution rather than being merely the first episode in a greater conflagration. His Majesty makes it known at this time that any harm of any citizen of the Empire as a result of this conflict, accidental or deliberate, will carry with it serious diplomatic repercussions.

Furthermore, his Majesty, as a result of this impromptu row has decided to announce a gradual and moderate expansion of the K.u.K Kriegsmarine to 6 Capital Ships and 18 Squadrons to better facilitate the defense of Austro-Hungarian national interests both in the Adriatic Sea proper and in the Mediterranean and global waters abroad. With the announcement of this intention and the statement of its purposes the Austro-Hungarian government believes it has satisfied basic conditions on illuminating this buildup, and will consider the build up of any other neighboring nation specifically aimed at countering this increase as a deliberate provocation or threat toward the Imperial national interest.

You are in no position talk about the Chinese people. They wish for the liberation of the Koreans from the Japanese tyrants.

You talk about Japanese unity but all I see are Japanese soldiers marching through Korean cities forcing the population to submit. If Japan was such a great place the Korean people would be willing to unite peacefully.

So we give you the opportunity to withdraw from the Korean Peninsular or face certain defeat.

Come now; have sense, war will benefit neither of us. Do you forget the events of the preceding decades? To live under the illusion that your army could fare any better against Japanese armies than it did against the British, especially on foreign soil where it would have a hard time being maintained, is foolish.

Allow us to regain our lost honor, and we will see to it the Koreans are given the benefit of a Korean emperor and treated justly.
 
Well my midterm stuff is over, the vast bulk of my work, so I have no much to do until final exams which are in May, and AFNES seems to be winding up so I'll have some free time on my hands.I'm wiling to rejoin the Ottoman Empire if you'll allow me to.

You invasion of Tunis is acceptable to us, and thus we saw fit to intervene to protect the sovereignty of our Beylik. Tunis is under the jurisdiction of the Ottoman Empire and any attack upon them will be viewed as an attack upon us. We suggest you refrain from further attacks upon our allies and protectorates. We are willing to make the ceasefire a formal white peace.

The Ottoman Empire merely responded to Italian aggression against its allies. We have already declared a ceasefire and have no intention to break it and destabilize the Mediterranean. We will however defend against any further Italian attacks.

Japan is a bit overconfident to think that Chinese troops will fall over like dominos. Soon you will know the true fury of the Chinese. You talk about maintaining Chinese forces but Japanese supply lines require sea access. What if this access was to be cut off?

Allow you regain your lost honor? Japan has no honor to regain you are merely a bunch of bandits pillaging a foreign country. China believes this Korean Emperor you speak of will most likely be a Japanese puppet with little to no control over Korea.

We applaud your efforts towards peace and as always we seek to maintain the best possible balance in Europe; it promotes trade and economic prosperity. However, if you hope that we will ignore the naval buildup of one of our historical enemies, you are a mistaken.

Firstly, His Majesty notes that threats by the Russian Empire will not be lightly tolerated. Secondly, His Majesty notes the paranoia of the Russian Tsar, citing the well-known fact that the K.u.K. Kriegsmarine is specifically tasked with with defense of the Adriatic ports and only maintains active patrols of the Mediterranean during times of heightened tension--furthermore, it does not visit areas of Russian interest, specifically the Black Sea, and on top of that, there happens to be a 'little' country between those two respective seas of national interest called the Ottoman Empire. Either the Tsar has let his courtiers whisper too many lies in his ears, or he is interested in warmongering and provocation to destabilize the borders of Eastern Europe.

The former is rather sad and contrite and the latter is dangerous brinkmanship. If Russia is interested in acting belligerent and threatening toward its neighbors, His Majesty humbly suggests that the Tsar confine such activities to the nomads of Central Asia, given his difficulties in dealing with them, let alone a major recognized European power...

There is no paranoia from the Tsar, only a sense of undeserved and slightly delirious superiority emanating from Vienna. If you remember, it was you whom said that any other naval buildup other than Austria's would be considered as a threat. If that is your standard for a "threat", then I suppose you can consider our stance a threat.

Is this the area where I point out the storied history of minority unrest in Austria? The Tsar also wanted to personally point out the embarrassing compromise with the Magyrs. Our problems are temporary, yours are chronic.

We stated, explicitly, that a naval build up as a response to our naval build up, which has been declared as and is only plausible as a defensive measure, would be seen as a threat aimed directly at neutralizing Austro-Hungarian defensive measures. If Russia would like to build capital ships and attempt to park them off our harbors, then we will take its posturing as a threat. If it would instead like to build ships to rot behind the Bosporus or to patrol the icy wastes off Siberia, which is truly all it can do in the realm of power projection, that is Russia's prerogative, and it is Russia's concern.

In the mean time, the Tsar may enjoy his chronically backwards state with its poor and suffering peasants, and revel in whatever claims of great superiority he might wish. We ourselves happen to be in the business of government, not bawdy competitions as to who has the greater nationalistic manhood, and as such have the affairs of a state to attend to. Perhaps, when the Tsar is not so concerned with overcompensating, he too might return to his proper realm of affairs. Until such time, we have nothing further to discuss with the Russian Empire. Good day.

The Austro-Hungarian Embassy hereby politely declines further communication with the Russian Imperial government.
