The reason might be that RFC/DoC is telling the AI that Polynesia is all one continent. That will make the AI think the Settler can walk to a city site so it won't use boats
Why do you think this?
 
I think the issue is, indeed, the continent one. In 1.14, I saw this happen numerous times. Eventually, they settle a city there. Probably waiting for commerce to go up or something, so they don't cripple themselves.

This is a very unusual and ironic screenshot, belongs to OMG thread, because according to leading theory Polynesians arrived to Tonga from Taiwan.
 
I know I said that I'd attempt to shrink Europe, but I started fiddling with Polynesia's AI and as I went on I began to see them perform better and better. So I wasted the entire day getting AI Polynesia to be semi-competent. Speaking of which:

Pyramids require a wonder in the city that it's built in. Egypt can rest easy knowing Babylon won't snipe the Pyramids while the work on the Sphinx

It took a lot of fiddling with the AI and Settler Maps to get Polynesia to function as I wanted them to. They are still a work in progress, and I may need to tweak their AI in the future.

AI Polynesia has it's boat settler preplaced, otherwise it won't settle the eastern most core city

AI Polynesia gets a free Archer upon settling a city, otherwise it leaves many of it's cities undefended and collapses from unhappiness

AI Polynesia's settlermaps have been manhandled by my experimenting, every city spot that I feel is important is now worth 800. It seems to be working, oddly enough.

AI Polynesia has been taught to create fishing boats with their Wakas after offloading their settlers. Expect them to get up to speed much faster.

There seems to be an error regarding a great person and their name somewhere in the game, I'm not sure what's causing it though. If someone finds it please report it.

Nothing worked after your Polynesian effort. Loaded two Israeli starts: both times Polynesians spread to New Zealand only. Did you edit Waka?

I did edit Waka. Currently they can only ever attempt to reach Tahiti, which I consider an improvement over their previous tahiti-less nation. I have edited Waka to have a default Unit AI of Settler Sea, yes. I would appreciate all the help I can get in convincing Polynesia to keep expanding, they're much more challenging to fix than Harappa was.

Forgot to place stone in the in the 1700 AD Scenario's Yucatan Peninsula back when I was redoing it. Oops.

Can you please show me at least one screenshot with Tahiti? I keep running games on autoplay just to see it settled. Sometimes Polynesian settler gets unloaded on Melanesian island (Fiji) , which is foreign for them, so they never settle it and never evacuate that settler. How can AI be so hopeless? There has to be some way to nudge them in the direction that -- it is better to settle in the wrong place rather than keep a Settler around for many centuries. Unsettled Settler = baaaad. How to drill it into AIs mind?

Really? I thought I created code that makes settlers automatically settle if they're on a one tile island. I've seen them settle Fiji quite a few times

As for Tahiti, that's the second city they settle in every one of my games. I'll run a quick game and post the results in a second.

EDIT: Also if anyone noticed, Harappa settles much more rapidly in this version. They produce settlers a lot more than before, and Egypt, Babylonia, and China, actually build a worker turn 1!

My main issue is that they keep settling Bora Bora and then refuse to settle anywhere else.

EDIT: Apparently setting it's settlervalue to 3 fixes this. I previously had it at 90

Yes, I just got the same thing like your screenshots. Vs the time they would go to New Zealand. :wallbash:

Why did you change their capital? Tonga is more historical and if I chose between Tahiti and New Zealand I rather see Maori as European explorer. But I hope we don't have to chose. Let's try this: place settlers on 3 Core cities at 1000 BC and give them 1 Waka and 1 Workboat, just like before. Discourage settling Fiji and instead make them settle that northern island (Samoa). Let's see what they will do after hundred turns at least...
 
NEW UPDATE

Reverted AI Polynesian starting units, they now start with 1 Settler on Mu'a and 1 in a Waka.

AI Polynesia will always settle Manu'a and Niue. I dare you to try and roll a save where they don't.

Oh wow, this is progress! It is a little weird to see them settle on the sheep (South Island) but I can see why it is a good spot for AI. Maybe move sheep 1W?

And again, what do you think about them starting with 3 Settlers instead? Final goal is to see Easter Island and Hawaii settled, correct?

Edit: there appears a bug in UnitInfos, would not even start the game...

I'll move the Sheep 1W in the next update. As for the settlers, The last update made it so that I no longer need to give them a different spawn. As for the UnitInfos bug, I'm not getting it on my end, can you upload the error message?

Never mind, I edited unitinfos and something went wrong, so I deleted that file and attempted fresh pull, but git did not restore that file neither via pull nor via fetch. Perhaps I need to find out how to force synchronization between my local copy and your git copy :dunno:. It all solved after I chose revert and then selected missing file unitinfos...
