This fixes a few things:
- Old Republic is confusing. It gives -1 Food to a dizzying amount of improvements, and leaves what improvements it's useful with to you to find out. My change specifically spells out that the Civic is best in areas with lots of Water, Pastures, and Camps.
- Farms are useless. It's perfectly fine that Farms are nerfed, but the Old Republic removed the one stat that Farms had, and didn't give them anything to compensate. Building a farm anywhere without a Crop was literally pointless. This change fixes that.
- I'm not exactly sure how to word this, but I always felt like it was a hindrance to Growth than a enabler. I guess it's because Specialists hinder growth, and all Old Republic does is make them not hurt as bad. It just feels weird. With the addition of Food from Water, the Civic's growth aspect finally feels right.
