I like this new system as well. An additional recommendation is to have an IC cap for each nation. This would prevent a country like Ireland from developing an economy the size of the USCA. Which would be highly unrealistic.

Think Japan in the end of the 19th century, or Japan again at the start of the Cold War.

I am firmly against IC caps. I think that the rules alone are enough of a cap.
I think that a military support stat, however, would be good.

Nuke Edit to my orders: The UCSA can determine the positioning of the naval forces that Germany has sent so as to be able to coordinate our forces more easily.

It would be unwise to anger Germany currently we are unwilling to assist in invading the Japanese mainland but if provoked we could be willing to change our stance on this.
We are happy to allow Japanese merchants to continue to move throughout German waters and ports so long as inspections are made on each ship to make sure they are safe and their intentions peaceful.
