Don't get me wrong, I love the US. But this is genuinely dumb. We shouldn't give lip service to the UN Charter if we're not interested in actually following it; it'd be better to do away with it entirely, or actually do what we're supposed to do.
No, they don't. However, the Constitution doesn't strictly forbid territories becoming nations instead of states, it just doesn't talk about it. Which means there's room for such a thing under federal law; Congress could legislate on the subject.The UN dont trump the Constitution
And what is that bit in the Constitution about treaties? Oh, right:
