Working on it- but somewhat balkanized. Had a major war with USA over oil reserves near the phillipines and launched nukes at the american navy. (pretty early on)

later go in a war with India over oil in Karachi. Again launched nukes, this time at civilian centers. So i have them engaged in two major military operations. Also the north, after fragmentation, tried to invade siberia for oil-sands reserves but was turned back by weaponized filoviruses.

I think a lot of smaller scale communes would have arisen out of necessity everywhere but probably they are not equal to their 'governments' who are probably despotic. That said, its generally up to the players but due to often massive disparities between the 'haves' and 'have not's you'll have to justify why, if you wanted to have either democracy or a middle class, they somehow exist.
