Yeah, that's for a major trace italienne style fortification. Older forts will of course be rather cheaper. As to whether they have to be explicitly manned, I expect they will usually, but it depends. I suppose you could try to rely on nobles or civic militias or something to man them, but it's probably asking for trouble. Trace italienne's not yet been developed, incidentally, though a few smart engineers are working in that direction.When we're talking a million quid for a fort, are we saying modern trace italienne style fortifications or something older and significantly prettier? (In general. Obviously, cost of fortification varies from place to place.) And these fortifications must be explicitly manned in most cases, right?
In Sicily and Egypt, it's more or less Italian with heavy Arabic influences. Kind of like OTL Sicilian, except much more so. In the Mediterranean at large it's more like lingua franca, except with extra Occitan and Greek admixtures. It's a godawful mess, in other words.What's the Sicilian language like?

It shouldn't be. Liyun's practically at the end of its rope. Nearly every country can, if push comes to shove, become temporarily quite a lot more powerful very quickly: England could probably, in the right circs, get a 5,000,000 tax grant without too much trouble, the Muwahhidun could call up fifty thousand levies, Sicily could take enormous, relatively cheap loans, etc. Liyun can do this to perhaps a lesser extent than anyone else in the NES; they have hardly any credit sources left, they can't easily squeeze much more taxation out, and their potential levies are relatively few and low quality. Plus their economy's not in great shape and not getting any better.For what it's worth, I think Liyun is overpowered.
Yep. Most of the money, at least from the richest parts of the empire, is raised and spent by the municipalities and never gets to the Emperor. This sort of thing explains of lot of the various disparities in income: it's why Gascony and Swabia are richer than Lotharingia, why Bohemia's on a level with Poland, why the Order's so poor, etc.I see Italy has much less money than Sicily, this is not only because of trade but perhaps also because of rampant factionalism keeping most of their money for provincial programs?
