Thanks, but that doesn't tally with my experience - I feel certain I've had forest growth on a railroaded tile at least, not sure about roaded. Currently on BTS 3.19, but I think it happened before the patch as well.

Can anyone else confirm this, or have I just dreamt it ?

I cant understand what im doing wrong, im trying to win a dip. victory with Roseivelt/Noble level. I always win the Sec. General part but always come short on the victory vote. Anyone have any suggestions on how I can sway AI to vote for me late in the game??????
 
Friendly AI will always vote for you unless they are friendly with the other candidate as well.

Vassals are forced to vote for you if they aren't candidates.

Put a AI with enough votes for you to win in one of this two conditions and you got it ;)

Ways to get AI to vote for you:

Most certain = vassalize them (BtS only).
Assuming you are going for diplo because your military options are limited, you are left with other means:

x Years of open borders +1, 2x = +2 max
Free and fair trade (i.e letting them rip you off in trades) +4 max
You shared your technology with us +2
x years we appreciate you supply us with resources (gift resources for about 10 turns on normal; half that if two resources)
shared religion (can be really big, accrues over time)
you use their favorite civic while they are using their favorite civic (can be big, accrues over time) - sometimes need to do this by espionage (BtS).
Our mutual military struggle (accrues over time at war against common foe)
You gave us help (give in to their demands)
Liberate/gift cities ... build a settler, plant it close to their borders, and they'll almost always want it.
etc.

You should read in Strategy section about diplo victories to get the point values (note they vary for different leaders), and because I have surely left out a few categories of modifiers available to you.

Personally, I had a good feel for the +diplo modifiers even when I was inexperienced, although you should learn when a given category of modifier is at its maximum to prevent you wasting tech/resource trying in futility to better that category.

Its the -diplo modifiers that can really bite you. You usually cannot please everyone (and when you can, your opponent in the UN vote can often please them better than you!) Pick a handful of AI that do not hate each other and court them. Early and often. Recall that the largest population civ and the UN builder will be the two opponents in any diplo victory vote. (You will not get option to vote for diplo victory if either has enough votes alone to win 66% of the vote). You should cheer any time your target voters demand something of you, since that will increase the love, but give you negative if you say no. Requests from friends are a good opportunity to increase if you need to, but don't carry penalty for turning it down. Join their wars (don't need to fight, just join)... you get more +diplo if you wait for them to ask you to join, but you get some even if you use own initiative. Avoid trading with their enemies at all costs. If youre just a few points short, biology/farm spamming is a good way to increase pop of you and your voting block.

If you weren't thinking diplo victory from the beginning, its easy to get into a situation where it is very difficult (impossible?) to peacefully get the diplomatic support needed because you have accumulated too much negative diplo. But there are lots of tricks to tweak a few more diplo points if that's all you need.

Maybe be nicer to the AI early in the game, and then see what happnes.

Are there any tips for me starting my second game in CIV 4?
I will be moving from settler to chieftain, and then after another level (if i win)

first game= caesar of the romans , standard. continents, ocean medium. temperate. normal time. and i won by diplo in 2020 with 5982 score.

looking for possible peace with win by diplo again, or time (space?).
as well as early ages conquest or domination.

are there any strat guides you can also direct me to? thanks.

What are all the units in standard Civ4 Beyond the Sword that qualify as "gunpowder" units?

That information is available in the civilopedia.

Just go to the pedia entry for a gunpowder unit, click on the gunpowder class icon and you will be taken to a list of all gunpowder units.

If you meant the units that get to ignore the bonus from city walls, I think it's a bit different. All units from muskets and beyond in tech will ignore walls. That's a vague answer I know.

One thing you could try once you climb up the level ladder is to substitute building Wonders for building units. Because it might come as a shock to you once your neighbors wanna evict you from your land!

Wonders are great fun and all, especially early on I imagine, but it can't be healthy to get too comfortable with having them. Because you won't be able to build any specific one in every game. Plus they cost a lot and chances are that you're not taking full advantage of them anyway. You could pretty much have a stack of units instead of each of those Wonders...

Note that I'm talking about World Wonders, not National Wonders. The latter you should build ASAP.

Also, I'd suggest playing a Creative leader if you struggle with culture (:culture:) early on. But that's another thing you shouldn't get all too accustomed to doing!

If it's true it'd be a bug. Wouldn't you be better off posting in the bug reports in the BUG forum?
 
Here's a question: does anyone know if its possible to bind "end turn" specifically to a mouse3 button?

I don't know of a way to do that, but the 'enter' button on your keyboard works.

If they've become obsolete, then you shouldn't get an espionage bonus from them. Otherwise, it's a bug. PieceofMind is correct that this is an issue for the BUG Mod forum.
