Just to clarify,

Two guesses:

A) You're in State Prop.

B) The cities you are trying to spread to do not have access to the required resources.
One more guess: You're out of cash to pay for the initial spread cost :)
These would prevent you using your executives once they get to their target city.
Another guess: You have the maximum number of executives.
This would prevent you bilding more executives.
 
BUFFY Mod is the equivalent of "Hall of Fame Mod". There is a bizarre reason they called it BUFFY which no one really understands.

If I understand it right, its purpose is to fix some of the bugs in the game while also keeping everyone on a standard set of rules. Someone else might be able to give you a better description if you need one. I guess you could actually read the thread about it. It's the first result on a google search of "buffy mod".
 
The HOF mod primarily ensures that people can only submit games (to the Hall of Fame and Games of the Month) where they haven't cheated; I don't know the specifics, but suspect it might include things information to detect reloads. There were lots of requests that the BtS version of the HOF include some of the user interface changes in BUG, so the HOF team got the BUG team to merge the two mods.

I play Civ since its first edition :).

How do the expansions & patches work? From what I understand, first there was plain Civ4, then some stuff got added/changed in Warlords, then some more stuff got added/changed in BTS. If I buy just plain Civ4 + BTS, am I missing out on all the stuff from Warlords, or is that all included in BTS? For example, it looks like the Great Wall wonder was added in Warlords. Would I have it in plain Civ4 + BTS?

Also, if I buy one copy of Civ4 + BTS, can I install it on both my computer and my wife's computer and play together on our LAN? Or do I need to buy two copies? Does it need the CD in to play?

BTS has everything the others do except a scenario or two. 90% certain you need the disk to run the game. I have it installed on a desk top and laptop and have to have the disk to play.
 
BTS 3.19 doesn't require any disc in the drive.

That's Windows version. Mac version still requires it. However, since it is only needed at startup, install CIV vanilla and BTS (BTS requires vanilla to be present even though it doesn't use it) on both computers. When you want to play, start CIV or BTS on one computer then move the disk to the other computer and start it there. The disk is not needed in any version of CIV except to start.
 
hi all am pretty new to this modding and every thing but iv been tryint to find or make a satanis religon but for the life of me i can't seem to make them so i was wondering dose anyone out there have one or know where i can find one thank you

How do i takes settlers and other units and moves them across the water to another landmass. I just can't figure it out????

You need a galley.
Either have both the unit you want to move across water and the galley in a city and press the load unit button in the land units orders tab.
Or have the galley in a coast tile next to the uland unit and move the land unit onto it.
 
You need to build naval units that can carry those units. For normal units ( military, settlers and workers ) the naval units that can carry them are : galley , galleon ( and Dutch unique unit , if you're playing BtS ) and transport ( and the Portuguese Unique unit as well , if you're playing BtS ). To transport scouts, explorers, missionaries, spies, Great people and ( in case of you being playing BtS ) corporation executives you can also use : caravel, submarine and attack submarine ( in case you are playing BtS ). For missile units ( BtS only ) you can use: submarine and missile cruiser. For fighers in general you can use the carrier ( note, bombers in general can't be loaded in any naval unit ). The rest of the naval units can't carry any other unit inside.
