What I'm trying to figure out is whether RB1 will end up being the best Civ IV SG ever, or if Civ IV is so awesome, that this is a typical SG. The mind boggles ...

Not 100% correct.. as found in this thread. it seems police state and rushmore will remove 75% of the WW, while jail will remove 25% of the remaining WW.Sirian said:Three items can diminish War Anger:
