Befriend them if they're strong. If they aren't and we have enough manpower, conquer them.

I disagree, we don't want another war. We befriend them and develop a trading partner (If we have excess of any resources that they want, give them for cash or resources we need)

I also don't think a war against Germany would be wise. I suggest we help them grow and develop as a buffer between us and Russia.
