Sorry. In that case, he could have chopped or whipped an axe in one city, and another axe in another city, and then moved the second axe to the first city. Heck, he might even have been already building an axe and finished it that turn.
Either way, there is nothing in the game code that supports the idea that AIs pull units out of nowhere.

There is NO PHYSICAL WAY that units can just "appear". If you want, you can learn Python and C++ (it's not too hard, with an IQ of 159 you should be able to do it in 2 mins), download the SDK, and look at the source code. Heck, you could even reverse engineer the exe and look at that code. However, you won't find anything about mystery units.
If you are so sure about this, delete all roads and other cities. Then see what happens.
If that doesn't work, attempt going into your Custom Assets folder. Do you have anything there? EDIT: Since you have Blue Marble, you will have something there. If you get to this step, cut the contents of Custom Assets into another folder, then see if this so-called action appears.
If that doesn't work, then make sure you're not accidentally running a mod.
If that doesn't work, then reinstall Civ because the files in your Civ folder have been messed with.
If that doesn't work, then you are hopeless.

Let's talk about the Romans/Russians. I think you guys missed the fact that the Vikings are back in the war, but I'm not sure. What do we do about Germany? What do we do about the Mongols if they get involved?

I really don't think that will be an issue. The Mongols are too far away to be a threat, and they will have to get through Russia first. Besides, they are usually weak on the Earth maps anyways, due to their poor starting terrain.

They were exiled there during the Cull administration.
I don't expect the Khan to get into the war, since he's actually +1 with the Romans. However, the Vikings and Peter are rather angry with the Caesar salad that calls itself Rome, so they may get involved (did Peter make peace yet?).

LH means the Irish mongols that are right next to us and could give us a rightous b*tch slap before we organise a defence.
By the flying Spagetti Monster do you guys spam. Seriously i could gain sustinence and live off the amount of spam in the last 10 pages. I know people kind of flowed in and out of activity but WOW. I'm suprised Lighthearter didn't try to nerf one of you in response. kill your voting ability or something.
Anyway he's right that w didn't know that the vikings are back in the EuropeWAR. I hope they are on our side and not the romans? if so then direct them to the weakest city on their border like we were planning to do Russia (love that we can direct our rivals in war. Obviously they now acknowledge the superior war planning of the english nation)
Germany? I think we are advancing through the germaic lands to try and meet up with germany ASAP. When we do we can open borders and make a new plan while converting them to christians. Long term hopefully we can cultivate a relationship with them and use them as a safe border. We need nations that we can trust not to backstab us. At the moment we have none. Even the Irish Mongols are only cautios of us.
I'll post an update of the Unity policies later. I think this has proven that a large political block doesn't work. Too much faffing around. Lets just try and get through this administration shall we? Has anyone actually asked if Lighthearter can actually give pictures at the moment? That would be nice instead of just assuming (i do remember there was trouble with image shack) what is the admin going to do if LH CAN'T give you pictures? It could happen. Will you just stall and end your admin? because i'm damn willing to call for a vote of no confidence after so many pages of NOTHING.

It seems that basically everybody in Unity wants pics, though, so that will be hard to change... However, I am fine to go without them if everybody else is.
Also, I was thinking that on the front page, LH could gather together the last couple updates and pics. This would make our lives easier when it comes to searching through the 278 pages for pics.

Honestly, I don't think we need to worry about the Mongols really. They have one city. ONE. On an island and on a low difficulty. They aren't a threat. Just play diplomacy with him to get him up to Pleased/Friendly and just leave them be. Maybe they'll peace vassal to us later or something. Why not just convert Kublai to Christianity? That ought to do it.
Oh, right. I remember that. Regardless, my opinion stays the same. Mongolia is a one-city island - I doubt they will be able to muster enough units to cause any serious damage, especially seeing as the AI is notoriously bad at amphibious attacks.@Spectrite -In this game, the Mongols are on Ireland.

More descriptive: We spammed like crazy, then LH brought us back to sanity, then we began to spam again, then the Man (and an upset LH) brought us back to sanity, then Ravus whacked us upside the head for spamming and threatened Vote of No Confidence if we don't shape up.
Yeah, the Mongols are unimportant in the world stage ATM. I consider India and Egypt to be our future main allies, and hopefully the Vikings soon enough due to our "mutual military struggles" or something.
