I saw how African Americans in a poorer county go to school in a middle-class community, and don't do so well. Not surprising. Its not surprising because like the article points out it doesn't matter what schools they go to or in what economic setting they do worse as a group.
I only saw Carroll County, Howard County, Baltimore County, and some other county I didn't recognize. No mention of Montgomery, Prince George's, or many other of Maryland's counties.
