It's all about location and wealth, it has nothing to do with the color of their skins, it's not a hard concept. Because one is a minority, it does not mean they'll do worse on tests.

All that says is that African Americans in high school were not profecient in mathematics in 2005, and in middle school in 2006. And in reading for middle school and some high school. This study doesn't take location, wealth, or any other factors into effect.
