To me it looks like fort gives 2 bonuses:
+4 for occupying unit.
fortification bonus for occupying unit even if it's not fortified (+6 in the last gameplay video)
In civ5 you needed 3 times the strength to oneshot i believe (after modifiers). Which is like a 200% bonus at equal strengths. A +4 out of 30 would be equivalent to a 27% bonus somewhat.
To me it looks like fort gives 2 bonuses:

Remember how civ6 combat calculations work, based on the difference where 30 points of difference means immediate wipe out. +10 is good bonus and such units is more survivable than two regular ones.
They might count as both a exploration unit and a support unit. Remember you can still move Support units indepedently. It probably extends line of sight in units, and can be used indepednly to scout out.

I guess that it works like a archeology site/ruin for water, where are also two of the normal kind on land.
