He could gone as far as surrounding his cities with cattles and edit each cattle to produce 10 foods, 10 shields, and 10 gold and have them all mined and RRed. Then crank up the GA and Moblize.
On preferences (Ctrl-P) menu, check "always start building previously built unit" and uncheck "ask for build orders after unit construction." Your cities will then pop out the same unit over and over until you tell them different.

I haven't used the governors in Civ3 much but at least in Civ2 they never asked what they should produce after a unit/building had been produced nor even required to click "OK". Just press "G" in the city screen and you will get to adjust the governor's behaviour.
