To The United Nations

It is- without a voice in the Security Council- that we bring our fight for equal representation to this great forum. Do not mistake our thoughts- we are quite sure that our proposal will never see the light of day and will surely be vetoed the second it is proposed- if it actually makes it that far. Frankly, Sr.Silva believes it is time for change and charges you all to hear it.
He calls upon all members of this great body to listen with open ears and open hearts- to do what is best for the world, not only for theirselves. he calls upon those who clench all power in an iron fist to release it gently- letting loose the dove of peace to the world. He calls upon all those masses without representation to speak in unision so that none can mistake their voice. He calls upon the hated, upon the loved, upon the feared, upon the mighty, the weak, the smart, the disadvantged, the stuggling, the rich, the poor, and all those who have ever lived to listen with an open mind to what is about to be said.
We are truly entering a new age and era. The past is gone and only tomorrow stands before us now. This great body was set up by the victors of the last great war to administer the world and resolve conflicts among all peoples so that the generallity of war could be avoided. A great congress was set up so that all those who felted wronged or abused could express their concerns without resorting to bloodshed. They set up countless bodies to ensure that all of the world would one day be free from hunger, so that one day all men and women would possess the basic abilty to read, so that no matter where you traveled in this large would you would never see the signs of suffering. While we have yet to reach such a goal, we have nevertheless made great progress and we are still yearning for that golden dream.
But, in their haste and cornern to prevent another large war, the made a single mistake- they forgot humanity's greatest weakness: greed. They set up a Security Council to solve all disputes. Did they not know that when it comes to any dispute, a man's prefernce will always be aired? And indeed, the Great Five have always erred in the shallow sees of want- they have never passed a single resolution that does not benefit them all. Such is the sin of man- greed. Brazil hereby charges that these "great powers" and "first world countries" act-for once-for the greater good of the world rather than their own interests.
While we agree that to take away the veto powers would be a mistake in itself, there must be a change. As of now, the only nations with such power are those who were victorious in WWII- an era long relegated to the history books. France, The United Kingdom, The United States, The Russian Federation, and China were all among the victorious fighters of this war.
But was Brazil not part of this war? Did four hundred and forty three- indeed a great number less than the others but still a number- not give up their lives in order to protect the rights of the masses? Did their families not weep over their graves or did their deaths play less of an influence than any others'? More importantly- did other nations not only pledge their support to the cause of freedom but suffer on the fields also? Due they not deserve their right to speak freely? Why are they denied the same priveleges given to the P5?
Why is so much power concentrated in the hands of so few? What is it that has always had europeans- three out of the five and with their descendants making up most of the fourth- so eager to take power away from others? Is it genetic- that they will always yearn to be conquoers and empires? Or is it simply because of their history- that they have a bigger sense of ego; that they believe the rest of the world can not 'handle the responsibilities' that come along with such a power.
But the times are chaging- in fact, the entire world is changing. The massess will no longer sit back and quietly take orders from the minorities- we demand a voice in this future. Will the P5 hear this call to freedom and act as it should- in the interest fo the entire world rather than just 5 nations- or shall it twiddle its thumbs once more and resign itself to medicracy it is doomed to attain.
Through we have no official power to do such, and already know such an action would require much more strength than what most of the P5 has at this point, Brazil proposes the Chamada Para a Mudança (CPM):
All of the Power Five (P5) nations will volunterialy give their Veto powers up and resign from their current posts and accept immediate lower ones without a veto.
An official body shall be set up to redistribute the five power votes to the world- one for each continent. This position will be an elected one with each member being elected to a three year spot on the security council. This will be an additional position to go along with current ones.
In general terms- North America will share one vote, South America will share one vote, Europe will share one vote, asia will share one vote, and Africia will share one vote. In addition, Oceania will be administered a single veto position.
As soon as possible, each continent will vote for its veto holder and they will assume the P5's position; who which will then leave the Council until such time they are reelected. Alrough we are quite sure none of the veto holders will agree to this plan, Sr. Silva still believes it his duty to echo the call for change.
