Brazil Faces the World

Upon this day, January tenth of the year two thousand and seven, Brazil and all of the world have heard your voices, my people! The entire rest of the world has watched in awe as nearly a third of the entire population of Brazil- over fifty-eight million of you- firmly placed both your trust and your voice into my hands once more. I can only pray that I do my best with your collected voices and lead to the changes that this world so despertly needs in these times.

As you may know, I grew up the same as many of you- my supporters. I lived the life of poverty and hopelessness, a life that I hope no one will ever face again. I had to make the same choice as many of you have with eduction- dropping out at age 12 to earn a wage to help support my family- before ever even considering what advantage might come with an education. Losing a finger at a young age, I learne dthe importance unions play in ou great society. And through it all, my faith in the Almighty lord has never been shaken.

What I have come to realize through it all is that Brazil is approaching the time when it must step up to the plate and shoulder its portion of the responsibility of the world. We are becoming a world ower- much like those who already are- and now we must fill these shoes. Brazil is at a crossroads and we can not afford to make a wrong turn. Therefore, I must state my goals for the next four years that will hopefully trasnform Brazil from emerging power into an established one.

Brazil must not only shoulder the responsibility of equalizing South America when it comes to all issues, but also must take on the responsibility of speaking for all of it in the international disscusions. We can no longer-as a continent- afford to sit back and watch patiently as the others make all of the decisions that affect our world. We must be the the stable stone that the world rests on as it plunges into chaos, an island of tranquility in an ocean of instability. We must work togethor an even greater rate to ensure that the war against poverty and hunger is won and that the forces of terrorism and instabilty are driven out of this modern world.

We must ensure that no more dwounds are done to the Amazon than is already inflicted- wihtin and outside of Brazil. We must increase of dependence on the other economies and show the world that an economic league can work anywhere in the world- not just in the great states of Europe and America.

I am determined to show our fellow Latinos that we are more that willing to work togethor and forgive the wounds of the past. I am proposing to my congress a new law that would set up a system to allow for greater flow of ideas and products from the borders- a plan necessary if we are to live in harmony with those around us. As spanish is currently a popular subject given in school, I am asking that it become a basic part of the requiments for graduation in any Brazilian school that all border-region students be fluent in Spanish and for all other Brazilians to have a greater understanding of the language- to take effect immediatly in three years after passage. I am asking that my congress authorize a new Brazilian special corps designed to fight terrorism and provide stability for all of South America- and for even for the force to become a Continental force if other nations wish to contribute.

At the same time that we seek a common cultral identity with our neighbors, we can not forget who and what we are. We can not forget who and where we have came from, and must always remember those who came before us. We are Brazilians and as such we must work hard to main our self identity that we have become so proud of- the hard working man and woman of Brazil.

In addition to the Spanish courses, I am proposing a much greater reform of education. We must work hard to ensure that all children- no matter if they are located in the deepest slum of São Paulo to the richest neighborhood of Brasilia to the farthest remote corner of the Amazon- may properly attend a fully funded school that will maximise their chances of success. That all children may have access to the required materials for such school and never feel embarassed when their schoolmates have something basic they don't. For you see, if we are to strive forward in this modern world, we must realize that our children are our future. If we do not take it upon ourselves to educate them now, who shall when we are gone?

For the basic requirement of any modern state is not only a fully educated populace but also a fully employeed populace. We must let the working man earn his own wage- and only if it does not cover his expenses should we step in and assist in the most important areas.

With an unemployeed population swelling over a steggering ten million people, something must be done. We must bring the same kind of success that São Paulo enjoys to the northna densure that all of those living within the large cities can find suitable work. Only after this epidemic is stopped can we call ourselves a true modern country.

So, to conclude, I shall end this tirade with one simple sentance- Shall we take the right turn or the wrong?

Recent sporadic increases in Taliban attacks would also lend credence to a moderate increase in troop numbers. To this end, we would strongly advise an acceptance of their offer.

Overall the war in Afghanistan is going well and we are trying to crush the Taliban. However we need help and co-operation from everyone. Many of us has been struggling threw this difficult times and I now all has been pulling there weight. Canada has been taking the brunt of it in Afghanistan's southern provinces and I commemorate there soldiers and honor everyones fallen. We have to sit down with Pakistan and find a way to control there border to stop the Taliban from going back and forth with no obstacles. The United Kingdom will be dedicating more soldier to Afghanistan and its southern provinces as well the border with Pakistan. We hope that if we lead with example more will follow and help us with this cause. So therefore we ask the international communities for support for this cause..

As a former command to Allied forces in Afghanistan, Turkey empathizes with the UK and is willing to contribute troops again.

We trust Pakistan, a country that always had good relations with Turkey, will watch our backs by increasing the security on their side of the border.

We are still wondering how many Turkish troops would be needed in Afghanistan. We were thinking an infantry division of 10000. We can also send some commando officers to advise about the broken terrain of Afghanistan's problematic zones. This terrain is very similar to South Eastern Turkey, where Turkish commandos have had a lot of anti-terrorist combat experience in the last two decades.

Of course either of these will await the approval of friendly nation of Afghanistan, as well as the British command.

It is- without a voice in the Security Council- that we bring our fight for equal representation to this great forum. Do not mistake our thoughts- we are quite sure that our proposal will never see the light of day and will surely be vetoed the second it is proposed- if it actually makes it that far. Frankly, Sr.Silva believes it is time for change and charges you all to hear it.

He calls upon all members of this great body to listen with open ears and open hearts- to do what is best for the world, not only for theirselves. he calls upon those who clench all power in an iron fist to release it gently- letting loose the dove of peace to the world. He calls upon all those masses without representation to speak in unision so that none can mistake their voice. He calls upon the hated, upon the loved, upon the feared, upon the mighty, the weak, the smart, the disadvantged, the stuggling, the rich, the poor, and all those who have ever lived to listen with an open mind to what is about to be said.

We are truly entering a new age and era. The past is gone and only tomorrow stands before us now. This great body was set up by the victors of the last great war to administer the world and resolve conflicts among all peoples so that the generallity of war could be avoided. A great congress was set up so that all those who felted wronged or abused could express their concerns without resorting to bloodshed. They set up countless bodies to ensure that all of the world would one day be free from hunger, so that one day all men and women would possess the basic abilty to read, so that no matter where you traveled in this large would you would never see the signs of suffering. While we have yet to reach such a goal, we have nevertheless made great progress and we are still yearning for that golden dream.

But, in their haste and cornern to prevent another large war, the made a single mistake- they forgot humanity's greatest weakness: greed. They set up a Security Council to solve all disputes. Did they not know that when it comes to any dispute, a man's prefernce will always be aired? And indeed, the Great Five have always erred in the shallow sees of want- they have never passed a single resolution that does not benefit them all. Such is the sin of man- greed. Brazil hereby charges that these "great powers" and "first world countries" act-for once-for the greater good of the world rather than their own interests.

While we agree that to take away the veto powers would be a mistake in itself, there must be a change. As of now, the only nations with such power are those who were victorious in WWII- an era long relegated to the history books. France, The United Kingdom, The United States, The Russian Federation, and China were all among the victorious fighters of this war.

But was Brazil not part of this war? Did four hundred and forty three- indeed a great number less than the others but still a number- not give up their lives in order to protect the rights of the masses? Did their families not weep over their graves or did their deaths play less of an influence than any others'? More importantly- did other nations not only pledge their support to the cause of freedom but suffer on the fields also? Due they not deserve their right to speak freely? Why are they denied the same priveleges given to the P5?

Why is so much power concentrated in the hands of so few? What is it that has always had europeans- three out of the five and with their descendants making up most of the fourth- so eager to take power away from others? Is it genetic- that they will always yearn to be conquoers and empires? Or is it simply because of their history- that they have a bigger sense of ego; that they believe the rest of the world can not 'handle the responsibilities' that come along with such a power.

But the times are chaging- in fact, the entire world is changing. The massess will no longer sit back and quietly take orders from the minorities- we demand a voice in this future. Will the P5 hear this call to freedom and act as it should- in the interest fo the entire world rather than just 5 nations- or shall it twiddle its thumbs once more and resign itself to medicracy it is doomed to attain.

Through we have no official power to do such, and already know such an action would require much more strength than what most of the P5 has at this point, Brazil proposes the Chamada Para a Mudança (CPM):

All of the Power Five (P5) nations will volunterialy give their Veto powers up and resign from their current posts and accept immediate lower ones without a veto.

An official body shall be set up to redistribute the five power votes to the world- one for each continent. This position will be an elected one with each member being elected to a three year spot on the security council. This will be an additional position to go along with current ones.

In general terms- North America will share one vote, South America will share one vote, Europe will share one vote, asia will share one vote, and Africia will share one vote. In addition, Oceania will be administered a single veto position.

As soon as possible, each continent will vote for its veto holder and they will assume the P5's position; who which will then leave the Council until such time they are reelected. Alrough we are quite sure none of the veto holders will agree to this plan, Sr. Silva still believes it his duty to echo the call for change.

It is our position that veto power of the P5 is unfair but necessary, as sustaining a state of continuous agreement between the major military powers is imperative for world peace. However, the rest of the world definitely deserves more representation in the security council. Instead of dividing new potential membership slots blindly by continents, we suggest the following grouping to represent the world better:

1.5 from Americas (no point in having a separate slot for North America, as most of North America is USA which is a permanent member)
1 from Europe
1 from Middle-East + North Africa (North Africa resembles Middle East more than the SubSaharan Africa from all angles, and Middle East does not have anything in common with the Far East Asia)
1 from Sub-saharan Africa
1.5 from rest of Asia + Oceania

1.5 means one period they have 1 country, the next they have 2. The two 1.5's are alternating so their total is always 3, never 2 or 4.

The People's Republic of China has reviewed your proposal and rejects it outright. We are open to allowing more nations into the UNSC, but to demand that the United States, France, United Kingdom, Russian Federation, and the People's Republic of China give up their veto's power is totally unrealistic. Further more to compare the losses of Brazil to the People Republic of China during WWII is insulting to us. Millions of Chinese died at the hands of the Japanese, the PRC missed the point during WWII where this happened to Brazil. When you do this you have disshonored the memory of the millions of people in Europe, the United States, Russia, and China that fougt against the forces of Oppression.
 
Germany would like to remind the world that despite its position during WW2 the amount of German civilians slaughtered by the allies who seemed to take perverse enjoyment in reducing entire cities to dust is extensive.

Let Us not compare losses. War is war.

Not too good at geography, are you? Australia alone is a continent, though we're usually lumped in with Oceania. Still, why is our region worth mention seemingly only as an afterthought? If you plan to compare casualties, the Germans and Chinese are right, their losses were hundreds of times heavier than yours. Hell, Australia's losses were heavier than yours. Eighty-eight times heavier, in fact.

But that's irrelevant. The point is that, for the most part, the current permanent members have served the world's interests fine. After all, we're still alive, aren't we?

With regards to the Turkish proposal, Oceania should be seperate, not lumped in with Asia. The Oceanic nations have different interests to the interests of Asia. Where China seeks to maintain security in Asia along their borders, do they often show an interest in such nations as Fiji, Papua New Guinea or East Timor? No, they do not. They do not hold interests in Oceania, because noone there can really threaten them. The on-again off-again representation for the interests of these two very different regions is unfair, and actually fairly insulting. Also, regarding the combination of North and South America, which part does Central America belong to? You'll have to forgive me, it's a point I'm not too sure on, but if Central America were to be included with North America, would that not be cause enough to give it seperate representation?

Our primary point while making that suggestion was that North Africa and SubSaharan Africa are as unrelated as Oceania and East Asia. So both our points are valid. (Afterall, we are exchanging ideas here)
Probably the best way to go would be a total of 7; one from each of N.America, S.America, Europe, SubSaharan Africa, N.Africa&MiddleEast, rest of Asia, Oceania.

IC: Relating rights in todays world to WW2 is immoral, especially when this relation punishes wisdom of neutrality and peace by giving power only to countries that fought in WW2.
