short version: a guy got on the plane in Texas headed for Wisconsin, sees Milwaukee Sheriff David Clarke decked out in Dallas Cowboy gear in a seat, asks if he is the sheriff, and upon affirmative response shakes his head in disbelief. Apparently the passenger (Dan Black) was surprised to see the Milwaukee sheriff wearing Cowboy gear (the Packers were in town I guess to play the Cowboys).
Clarke did not take kindly to Black, he asked him if he had a problem. That ended the conversation with Clarke apparently oblivious to the reason why he was being questioned by Black. Okay, is that all? Nope. Clarke called ahead to have his deputies harass Black when they arrived. And Milwaukee's finest did their duty... So Black sued, yay.
Here's what Clarke told his subordinate: "Just a field interview, no arrest unless he become an ******* with your guys," Clarke wrote Captain Mark Witek. "Question for him is why he said anything to me. Why didn't he just keep his mouth shut?"
"Follow him to baggage and out the door," Clarke continued. "You can escort me to carousel after I point him out."
Seems Clarke did more though, he posted to facebook calling Black a "Snowflake".

I see he had the lawyer speaking for him... Here's what he apparently told the airline:

Now I'm not too keen on what snowflakes are but I get they're overly sensitive, easily offended whiners. Right? But Clarke called the cops on the guy for shaking his head. Who is the real snowflake? Who has a lawyer speaking for him? Who is claiming Black stood there staring at him in a threatening manner?
The news gets even better, Clarke says he has accepted a position as asst secy with Homeland Security...

Since Black went public with his complaint, Clarke has threatened and belittled his fellow passenger, calling Black a "snowflake" and saying anyone, including Black, who harasses him on an airplane might get "knocked out."

"Plaintiff then, while standing over Clarke and in very close proximity to Clarke given the confines of the airline cabin, and in a physically threatening manner, stared at Clarke and shook his head at him for a prolonged period of time"
