The Treaty of Honolulu
RECOGNIZING the current civil war occurring in the Qing Empire as disastrous to the stability and security of East Asia and the entire world, the necessity of trade to the growth and development of modern economies, the terrible cost of warfare between industrialized powers, and desiring stability and prosperity in the Americas, the Pacific Ocean, and East Asia, representatives of the great powers of the United States of America and the Empire of Great Japan have agreed as follows.
Article 1
The Empire of Japan shall recognize all current possessions held by the United States of America in the Pacific Ocean as their legal and sovereign territory, and shall agree never to interfere in the administration of the territory for the binding duration of this agreement. Article 2
The United States of America and the Empire of Japan shall agree to terms of non-aggression, lasting for a period of ten years, and renewable through mutual agreement by both parties through their respective legal processes. The terms of non-aggression include the avoidance of direct warfare, and also the refusal of support for parties at war with the other power, which would be construed as an indirect attack on the other power.
Article 3
The United States shall withdraw from the Treaty of Jinan, and cease support for the decrepit Qing Government. Japan shall introduce and enforce necessary measures to ensure that the stability and development return to China.
Article 4
The United States and Japan shall mutually reduce tariffs on each other, by a level of at least 25%. The exact reduction of rates shall be conducted in a way that shall mutually reduce the price of goods to a more equitable level, but not undermine domestic control of each parties economy. This reduction of tariffs shall be conducted in a way that shall facilitate trade directly between the powers, and also between their respective spheres of influences. An organization shall be founded as the Pacific Economic Council shall be established, with offices in Tokyo and San Francisco, to provide recommendations to each nation on the specific manner to enforce this article. This reduction of tariffs shall be done gradually over the course of two years, at which time the Pacific Economic Council shall be dissolved, modified, or maintained as per the wishes of the United States and Japan.
Article 5
This agreement shall go into effect immediately upon final ratification and shall expire six years from the date of final ratification. It shall be renewed based on terms agreeable to both parties through their respective legal processes, or cancelled. Article 1 and Article 4 shall continue in perpetuity until such a time that either power changes their policy, should this treaty be cancelled or a new treaty not directly address them.
