Kind of muddy situation.

Erdogan using some extra sabre rattling around that Turkish referendum, upsetting the dormant EU.
And since the last month again more busy with some honey.
All the time testing and challenging the other Near East countries and the bigger and slower to react bigger entities. Not only the EU, but also the US and Russia.
The EU has made that refugee deal with Turkey.... binding her own hands !!!
Erdogan is like an opportunisic player.
Not easy for a trade union to react to
(that trade union status the only active policy thing that has a broad consensus between EU members)
the non-trade geopolitical instrument of the EU is in practice the NATO
And there Turkey has another trump card: her geographic position towards Russia, although that leverage is diminishing by better military technologies (Carriers and the US base in Qatar).
Whatever is put into going by the EU will take, I guess, a long time
