A defensive pact with your nation does seem agreeable with Sumer, however it will only be in defense and not towards agression. Also any forms of promting an attack from a nation will also nullify the treaty. (For example if Sinhala pressures Arabia to attack Sinhala in order to gain Sumerian support in a war)
 
Update One: 1834 A.D.

USSA has undergone an extensive project to reconstruct the once-mighty ports of the Eastern Coast, most notably Boston. The project has put many people to work, and has increase the industrial production and shipbuilding capacity (+ economy). Many in Britain and France fear the growing power and competition, which translates to a lack of confidence (- confidence for both Britain and Fra nce).

Industrial might of the Sumerian Kingdom increases slightly as tax brakes are given to major companies, but this has had a negative effect on the moral of the people who have to work in these factories (+ economy, - confidence). However, this lowered moral has been offset by a royal, nationwide tour of Prince Abdul, which lifts the spirits of many loyal Sumerians (+ confidence).

A new despot takes control of Pacifica, and unfortunately makes his first move his last. By moving the capital to Japan, a nation just conquered by the Pacificans, he has infuriated his supporters at home in Seoul. Just after his announcement to the people of Edo, the Kyushu Hiate was assassinated by a lone bullet, his successor, a loyal Seoul man, took his place. The country was once again re-established as Pacifica and the capital remained at Seoul. As of yet there has been no backlash by Hiate’s firm supporters.

In other Pacifican news, the Mongolian rebellion, ignored and allowed to grow, has thrown the region into chaos, the villages and cities now completely void of government troops. Eastern Pacifica belongs to the mobs.

Food aid is beginning to be sent from Egypt to France, warding off the possibility of starvation in the war-torn country. Meanwhile, inflation sky rockets in Egypt, affecting the major corporations the most, and thousands are without food and necessities as prices sky rocket over 150% (- economy).

Millions take to the streets of Rome, Naples, and Milan as they protest British occupation of their homelands (- British confidence). While mostly everything has remained peaceful, it has urged parties within neighboring countries to pressure their governments into starting talks with the British about what is to be done. Such countries are Greece, France, and the Teutonic Order.

A period of little inflation and growing industry has bestowed upon Sinhala a plethora of new jobs for its people, fueled by the new construction corps organized by the government (+ economy). However, unemployment rises and inflation strikes the small commonwealth of Battihira, who is now in dire need of economic support from her mother country (- confidence in Battihira).

Whilst parties from Denmark, Ozeania, Mexico and New Sioux were discussing peaceful conclusions to the war in Sydney, Ozeania, a massive counterattack was launched against Sioux forces in Mexico. The force, consisting of nearly 200,000 Ozeanians and Mexicans alike, overwhelmed the poor Sioux army contingents in Chihuaha and Sonora. Meanwhile Ozeanian amphibious forces have landed in the coastal cities of Oakland and Mexican-Sioux slum of Los Angeles, taking the Sioux by complete surprise, and eventually connecting the two forces. (-35,000 Sioux, -4,000 Mexicans, -40,000 Ozeanians) (- economy from Sioux, +1 to Mexico)

Back in Brisbane, the Ozeanian congress convened in an emergency session in response to the president’s war with the Sioux. A vote was taken in which the Congress would decide if to fund the war or not, passing by a small majority. The president’s support is dwindling as the death toll reaches 40,000 men (- confidence).

The Asian Alliance, centered in Brisbane, Ozeania, is formed between the nations of Pacifica, Vietnam, and Ozeania. It is not clear whether this is a full alliance, or if it is a mere chain of defense pacts.

Socialist ideals are fostering in the nations of Canada, Panama, and Mexico. Meanwhile, the Russian colony of Quebec has already begun adopted many communist ideals within their own chartered council for the colony. Party leaders in Russia look on in suspicion.

The new French king readily agrees to resize its navy in accordance to the Treaty of Versailles in face of continued Egyptian pressure.

The United Kingdom of Great Britain suggests a renewed alliance to the Quay d'Orsay - however this time defensive - so that we shall not make the same mistakes as we once did. Let us stand together, brothers, for the sake of all of Europe.

We would also suggest the world 'Entente' for the name of such an alliance. It is a fitting word from your eloquent language.
