Rod: don't forget Pataliputra. The 2 shrines will allow you to run 100% research/spionage for almost all of the early-game.
And if you conquer/raze Kolkata you get cotton+tea, 2 more happy-res that you need for UHV2. Add in the Incense from Tibet and maybe get a worker (2 move, available early, can cross any terrain) to Russia/Turkey via the Chinese north-Mongolia-Samarkand-route you might be able to buy Wine as your final happyres.
But you need to build some defense there, as the Mughals will eventually declare war on you for pataliputra.

I seriously didnt need Pataliputra. With Pagan and Angkor you have the best cities in South East Asia and especially Pagan needs no defense as it is only reachable by sea. Therefore I could play a very peaceful game as the only military encounters I had during the game were
Early own conquests
-Conquering Pagan and Angkor early.
Thais spawn in 1350
-you need to defend only Angkor
Foreign Conquistador events
-Spain will invade Phillipines (a little random timewise) but you can easily counter them with Crossbowmen
-Netherland will invade Sumatra, Java, Borneo (also random timewise, but late)
(In response I took Hobart on Tasmania from them)
Some Pirate activities around Java and Sumatra which can be countered by the Orang Laut unit.
The 10 luxury resources goal was damn easy in my case
You have silk, sugar, spices, gold, gems on the core islands
You get dyes & ivory from Angkor and tea from Pagan
Due to being peaceful I had very good relations with everybody and his brother and I could trade Cotton, Incense and even more stuff with my neighbours especially as you can make easy contact up until Arabia with the Orang Laut unit. In my case (Middle level, on below Emperor) I happily stayed Buddhist till the very end, but I imagine that on Paragon you might need to switch to Islam in order to appease all those Muslims states. The good thing about having Pagan as your western border is that is enough far away not to have the close borders malus with the Muslims initially. This helps a good deal.
If you are very desperate as nobody is going to trade a second resource with you, you could go for the silver of Melbourne.
You will settle Australia anyway, so why not doing it early.
I would recommend settling New Guinea even later than Australia as New Guinea is not exactly a good production spot, but still rich in resources. Moreover nobody will compete with you in New Guinea until very late.
Brisbane, Melbourne and a city in north Queensland with access to the copper are top spots.
Later when coal is discovered also Sydney & Christchurch get awesome
With Biology Darwin and Perth become powerhouses as well

Pagan, Angkor, Hanoi (they actually flipped, Hanoi is not so great to be worth much effort)
Sumatra : Palembang and a city on the north tile, if you dont settle Singapore or Malakka this latter will become a huge city, but low in production
Java : Only Surabaya, west of the stone (yes, not on the stone, trust me there is a reason)
Borneo : Only Sukanda, north of Banana
Phillippines : Manila
Sulawesi : Makassar , west of spices (has access to the bananas from Java)
New Guinea : 2 cities, there are actually only to possible spots
Australia : Darwin, Queensland, Brisbane, Sydney, Melbourne, Perth, Hobart and finally even this desert coastal city in the north-west - only Adelaide was British
New Zealand : Christchurch
