about the Navy rules, should the larger ships not be able to be modernized?
i take as an example the Italian battleship Giulio Cesare, the Giulio Cesare was:
Laid down: 1910
Launched: 1911
Commissioned: 1915
Decommissioned: 1928
Modernized: 1933
Recommissioned: 1937
Given to Soviet Navy, sunk in 1955

The italians Modernized all their (2) Conte di Cavour-class battleships, Great Britain modernized their Queen Elizabeth-class battleships, other nations converted battleships to light carriers.
