I believe every state has a hierarchy of governors that looks kind of like the Presidency. You'd have to kill a few hundread more people before you ran out of successor to all the governorship :)
 
In short it's gonna be pretty damned hard to kill all those people. Thats why the system is in place. Just out of Curiosity, have any of you ever read Debt of Honor or Exectutive Orders by Tom Clancy? they follow one story line and deal with something along these lines

Indeed one has read those Clancy books, and it is true that a large majority of the government got wiped. However, Ryan was VP, and thus the line of succession was fairly clear. Congress and Senate had to be replaced, in Tom's inimitable corny style.:D
