Yes, part will end up spilling to foreign countries for sure, where it's illegal. And hence more criminal elements getting involved, and diplomatic malaise.

If they keep them on par, people won't be buying on the black market. Here there is some black-market activity on selling marijuana, but that has to be way below the price to compete with the decriminalised distribution. People rather buy legally than illegally.
 
Brazil stopped most of its intervening in Uruguayan politics after the end of the Paraguayan war in 1870, Uruguay is fully politically independent.

But if Uruguay manages to knock you all out next year I hope you all don't chicken out of taking back the rebellious province. :blush:

That said, of all the current leftist leaders in South America, José Mujica is the only one I respect, because he actually practices what he preaches. He is a simple and honest man whose habits were not changed by power, unlike multi-millionaire kleptocrats like Lula/Dilma and the Kirchners.

Indeed, he is very admirable and unassuming.
