Agree with the idea of a NESer mod - we're somewhat ah,
unique in our needs, and it might be best to find some responsible from amongst us to police us rather than taxing the current mod pool. Since he's so often the one who reports us, Reno might work.

Disagree with the idea of removing the post count. Really, most of our posters with huge post counts often frequent other forum sections like OT as well. All it does is slow it down, and only sometimes are posts a complete waste. The worst spam here is sometimes more informative than that in OT - it's the random penguin / polar bear / NAO / I hate seafood type of post that really just needs to stop. The vast bulk of the reason this is even being discussed is because of the frequency of people acting foolish and getting topics reported by others. In favor of mob justice here.

Conditionally Agree with the idea of moving to Colosseum. I say conditionally because it would be prudent to at the very least keep a link to here (or just link here to the Colosseum). Then again I was in favor of linking to the Civ4 S&T forum too, so what do I know?
Although moving off-site would offer the most flexibility and independence, it also carries the most risk, as Erik pointed out. Acknowledging that our section is somewhat different from most others (as he and others have likewise pointed out; we are the second largest subforum aside from OT and our "most famous" members generally have some of the highest post counts on the whole forum) seems the most prudent and balanced option.
I think the nomination of one or two NES forum mods, and a general move towards greater maturity would go a long way.
[EDIT] Also, Gelion, I'd like to say that I don't think a NES Wiki was an entirely bad idea. It was poorly executed, poorly edited, poorly managed, and ultimately useless, to be sure, but the concept was sound. We just seem to lack someone of sufficient qualifications (obsessive-compulsive disorder) to sit down and craft a well-written one. Generally agree with your other points though.
