Angolan Government Reforms

Earlier today, in Luanda's Liberty Square Grand Marshal Rendall, Angola's leader and shepard through these troubled times, has done two groundbreaking actions, which will alter the course of our glorious nation forevermore.
First off, GM Rendall has dissolved the Upper and Lower Soviet; in the early beginnings of his speech, the public nearly rioted, before he reached the truly amazing aspect of what he was saying; he was replacing them with a single entity - the Duma. Unlike the Upper Soviet (the one with most of the real legislative power), all representatives of the Duma would be elected by the people, "to serve the people and the [sic] state equally." The nearly-rioting populace cheered greatly at that; for once, perhaps, they would have their own way; they could choose their own leaders, for better or worse.
GM Rendall stated that each incorporated Angolan province would have 2 representatives - deputies - and all client states would be able to send one observer to all Duma meetings.
The second part of his speech is, in most people's opinion, what shocked Angolan citizens the most; it was announced that, as soon as the Duma formed, they would elect a new Grand Marshal, and Rendall would step down. "All Grand Marshals [sic], from this point forward, until another great change befalls our government, shall serve a term no longer than ten years."
"People of my wonderful nation; people that I have served daily, for nigh on six years now, to keep you safe. And, these past few years... I have failed. The Takrur blockade is strangling our nation, and whilst our glorious Korean brothers have intervened, as well as our dear Crusader friends, over two-hundred thousand Angolan lives have been lost. Lost to protect my sovereignty over this nation; lost to protect you and your families, as well. No longer can I stand by, sending more men to their deaths. With my final act as leader of you, my loyal and tenacious people, I give you the one liberty you have been largely denied for our entire existence as a nation.
The freedom of choice."
