Exile event is the one you are quoting in your question :) If you loose your capital RFC gives you new civ to take that capital back!
 
I thought it was an elaborate troll for ages, but no, it is just a rare barely spoken about feature.

Why are there so many nationalities on this tile? I first noticed this when my vassal Italy captured Athens and when moved my mouse over the Egyptian marble. That must be the most ethnically mixed tile I have ever seen

And another thing that I thought was weird was that the Aztecs were killed on spawn, has this happened to anyone else? and BTW, That is Italy in South Africa

0%? It looks like the game balls'd up and just displayed all of the civs that you had contact with at that point, even the ones that had no influence on the tile at all. A bug perhaps?
 
i think its a bug, had the same thing occuring in every trading company city.

OMG hahaha it's still on there now, I'm surprised that it hasn't been locked up yet. Not to mention the fact that his wiki page should have already been locked
 
I can't believe that I'm the first to mention that Ethiopia is third in score, ahead of any European power, in 1793. Not only that, but every civ that spawns after Persia is still alive and kicking (with the possible exception of Byzantium, which may never have spawned to begin with). Bizarre!

I always thought 0% meant it was less then 1%, like .5% or something.
