This is a genuine bug. I remember it being reported a while ago as well. Just to confirm, they have every technology, yes?

This...i dont belive this. Take a snap shot of the break down of why that is.
Unfortunately, I have no this save game. But it is screenshot from my recent game, in which i produced about 1.200 ICBM, and most part of them used vs Inca. In the end relations were much worster, but I didn't make screenshot, because they collapsed unexpectedly. Anyway, -640 not a bad result too ;D
 
I tried twice today to accomplish a Roman UHV on Monarch. The first two goals are rather simple to accomplish. The building one seemed rather simple, accomplished with 5 turns to spare. As of this screenie, There were plans to colonize England and an army was being sent to Egypt to pick up the last territorial requirements.

However, for some reason, Rusadir, a collapsed Phoenician city state in Algeria, beat me twice in achieving Theology. This is an OMG for me, I have never seen Catholicism in this location:

Perhaps I restart by getting rid of that city...
 
Yes. It is the only independent city on the map, which to me is more OMG than the independents keeping founding Catholicism.
 
Except it acts as one. It still does research, still builds units and buildings, I think has a state religion, has civics, can even collapse (I had it happen once in vanilla RFC).

I'm not certain the Independents count as a civ for the purpose of the Babylonian, Chinese, Roman, Korean, etc. first-to-tech UHVs, though. Rome doesn't have to found Catholicism, just be "first" to Theology.
 
This is an off-topic discussion, but:

I loaded the save I assumed to have failed, and completed theology. Despite the independent founding Catholicism, I still got first to reach theology. However, researching theology bankrupted me, and I still have civil service and machinery to go. Unfortunately, at turn 162, the Byzantines spawned, and they spawn with machinery, which means I lose the UHV.

How do I prevent Byzantines from spawning, or how can I improve my tech rate in a bankruptcy?

Greece exists. I don't know if you can keep Greece alive while still satisfying the "control the Roman area" condition.

hehe...you have to own Greece. Heck, if a person fails the UHV and goes for something else and goes with the Neo Roman Empire via vassal of the states that spawn in western Europe, you have to keep Greece and Africa to be competetive,

The Byzantines also do not spawn if Rome is already dead at the time of their spawn. Obviously not applicable to when the human is the Romans, but worth mentioning for other times.
