That's not an OMG. Great People (and workers) not updating their textures properly as the game progresses is a problem in DoC (at least since 1.11).

in my current 600AD-game as France Poland even held Iran for a while. And in my last Byzantium-game they owned Mekka and southern Arabia. Poland likes to expand

More important: they be in the middle of the gobi desert .
And if im not mistaken, animals cant enter a owned tile period. Im actually going to declare thats most likely WB'ed.

Might be that the city spawned when the barb was on that tile. Or he got expulsed by the Tibetan spawn?

i wonder if a barb bear happened to be on the tile when a barb city spawned.
from that point it would be stuck there until the city comes under attack and some noble chinese(or mongol) hero slayed the foul beast
