Which empire is the true Roman Empire? Note that all three empires were alive in 1650AD.

Wait for prussia. That could potentially cause the HRE to go away, which could cause a cascade if they push for it.
 
After cycling through most of his deck, Prussia plays Violent Outburst, cascading into living end, killing all currently alive civs and resurrecting/spawning all civs dead/not spawned yet.

(this is in 1300AD, the Arabs circumnavigated the globe in 1200, the Chinese had printing press and then constitution in 1150 and 1200 and I had Cuirassiers by 1050, really fast game)
 
I think that later techs costs are made according to city number and not population. Since the cities in late game are many, the costs are cheaper compared to the population.

I... I don't think this is honestly possible when playing Byzantium even at its most optimal. In fact, four Byzantine workers in the screenshot are busy building something over existing improvements, which points out to Byzantium being an AI propped up by some bizzare bug.
