It's more for Rome very good cites and distance maintain modifier. And civs upkeep.
I mean, i was able to run Democracy with 90 cites under control. I switch to State Party then numer of cites was more than 100

Through the collapsing stability, barely managed to construct and sustain the oversized PLC with Prussia vassalized, until Russian Empire broke away a few turns after this screenshot was made. An AI Poland would nearly always collapse by mid XVII or early XVIII century already due to the computer being a big dum dum at solving the religious disunity, besides the destabilization being scripted to happen to Poland by this time

I actually seen Pagan Russia a few times, must be something about Ivan the Terrible going Theocracy before Orthodoxy spreads naturally. A few times they became Muslims, usually via Mongols conquering most of Russia and going Muslim, and then Russian AI choosing the most prevalent religion after inevitable Mongol collapse.
