Technically no. Geneva Conventions protections are supposed to apply to all nations, even if they are not a signatory to the Conventions.

There was one year when I declined the mayoral ballot, since there wasn't one person I was willing to vote for. Formally declining the ballot says a lot louder version of "I don't think any of the above has the brains to run this city" than just spoiling the ballot... especially since the municipal ballots are now counted by machine instead of by humans.
Do the majority of people vote in the first place? I was never ever bothered about voting in my town in Georgia.
Whether or not a majority of people vote tends to depend on how badly people want a change. During the last federal election here, there was much more effort to get students and aboriginals to vote, since they were among those most affected by Harpers "Fair" Elections Act. In Canada an increase in voter turnout tends to be when we really want to kick out the current government. These are kettles. 10 or 20 bucks from kmart or wherever. You fill then with water. They boil it in a couple minutes.
