Also, cavalry units aren't getting terrain upgrades anymore? I can't even give them those using XP.
If a unit can't get defensive modifiers and a promotion gives terrain defense modifiers, the code has always (when working properly) kept those units from being able to get access to such promos unless given for free for some reason and we've found the 'given for free' bit is not working as an exception right now. This also brought this issue to the forefront because defensive terrain/feature mods have been included on the promos that give the ability to ignore terrain damages and that's a bit of a design flaw OR we have to change the coding rule to allow the unit to GET those promos, despite not being able to make use of the defensive modifiers on them.
 
I have noticed a different behavior after completing research on a Technology: the screen that recaps the tech you have just researched comes on for just a sec, closes on its own and then you can choose a new tech to research as usual. SVN 11291

Don't press Enter, instead click on button to end turn.

If that was a fix for the situation then the problem he had was actually that he already had such a building and it had been restricting to that 1 he was allowed so he opened it up to being an endless amount. That's not really a bug fix - it's a rule change.

Academy is listed as NW, but it doesn't have silver star on its icon.
Sounds like potential mistake after building class removal....

Possibly - usually the GP generated buildings are NWs but I do recall this particular academy oddly NOT being an NW. So I suppose we have to determine as a team if we want it to be or not. The start is always harder to get updated than it is to make a shift in the XML. It was a reasonable assumption that perhaps it should've been an NW.

In vanilla it wasn't national wonder.
Looks like Toffer was meant to change other building, not Academy...

Yeah that's going to happen because the person (my wife) that can update those might do them every few years.
K, it used to give more I think, 25% is reasonable for expending a great scientist.
Here's the thing... if they AREN'T NWs, then scientists NEVER get to a point where its better to have them join the city, as its common to make Prophets do. Having this Legendary Academy (I'd add Legendary or 'World Class' to the name perhaps because Academy doesn't sound as uniquely 'great') not be a NW makes it mostly the only thing you'd want to do with them and then you're diminishing the 'specialized city' concept as a result.

That's my argument to support it being an NW. I'm not 100% sold on my own argument but would be interested in hearing other design logic ways of seeing it.

Yeah, that was partly my concern too.

Perhaps if academy gave only +10% and no additional base beakers, or if it gave only +10 flat beakers, and a settled great scientist actually also gave +1% more beakers; perhaps then it would make sense to join a beaker specialized city rather than building the academy in every city.

I don't think the tags are there for the settled scientist to give a % mod, but if the academy only gives 10% then it might be better at that point to settle them where the academy has been constructed - might also make the academy balance better with other options like getting an immediate tech. Seems like not much but round after round, it's a lot, particularly with larger cities, specially for a bonus building. Then if you settle scientists in the same city, you are adding base to then also get that additional 10% so still supports specialization while keeping diversification nearly as valid - 10% in another city yet might still be better than the Scientist's settled +% benefit in a specialized one.

Well, I agree. Of course, a slight naming adjustment could make it sound more like its intended to be that.

So I'm wondering if there are those who would see it otherwise and what the arguments would be.
