That doesn't seem likely to me. I would think that there are lots of equations and observations that already define what C is. But I'm positive that there will be "loopholes" for this constant as well

Note that this is supposed to be tomorrow, so either somebody is already running a communication device with these neutrinos, or the press is spreading rumors again (although in this case they seem to be well founded).
