What industries do we (society) want our most gangster people in?

Right now our most gangster fellow folks are all over the workforce, but obviously disproportionately in the illegal drugs trade. Indeed, the term gangster refers to the expected occupation.

Is it good we honeypot gangsters into lucrative illegal industries? Or would it be better to disperse them/collect them elsewhere, say, where there's no need to for them to activate their gangster ways?

And yet many people that work in a bad spot and could easily job-hop to a better spot at younger age have some weird kind of "loyalty" to stick where they are. Or is that a kind of basic conservatism "I do not want to change" ? IDK..

Do we honeypot them?
Their gangster ways are their motivation, not a question of activation but direction.

Gangsters succeed on their merits rather than societies. You can only spot the criminal types once they are already gangsters. Often from poor backgrounds with limited formal education how to you think you can identify them all and then expect to give them well paid jobs over others? They are typically a subset of psychopaths which as already stated are all over our society and especially extreme in banking. How about creating a secret organisation in each country where these people then have to find other countries gangsters and kill them in some endless game?.... oh, that’s the secret service, CIA/ MI5

If you are in a position to make a decision on the question you are very likely already a gangster. More importantly, if you are not one you will not likely be in such a position for long.
