It is superior to Civ4, only inferior (arguably) to Civ2 MGE.
 
Why fix the vanilla when you can sell the patch as a nearly worthless expansion?
That's the reasoning behind having two expansions per game. Vanilla sucks and is bug-ridden, expansion #1 is mostly a large patch, expansion #2 is more of an advanced beta release.
 
Civ III Conquests was excellent. Civ IV Vanilla was an inferior game, with fewer actual combat units and lots of glitches. Three patches and the BTS expansion pack and IV is finally good. Civ V will probably be a similar situation - good graphics but inferior game - you'll be required to keep buying expansion packs until it's a descent game.
 
CivIII was my least favorite Civ game.
 
Off the top of my head, I can't think of any vanilla PC games with expansions available that are worth replaying for non campaign/storyline purposes once an expansion is released.

I haven't played in years. I miss it. Your picture made me nostalgia pretty hard.
 
For some reason, maybe it's nostalgia, but I preferred CIV I the best. I do actually like CIV IV (at least BTS). However, I have to agree that I don't like how I can't play anything larger than standard maps (without the game slowing down dramatically). I also miss the saltpeter resource needed to create gunpowder units. I also wished that they would fix the AI cheating (i.e. knowing where all your units are without having to be able to "see" them) and that the AI would actually bribe me (or at least ask the other AI's as often as it does for me) to join their pointless wars or demand techs.
