One can always count on the Civ3 AI to do some clusterfrig.
I managed to luck out by getting a Science Leader while the AIs were building massive armies. Then I rushed the UN wonder from under their very noses and refused to hold an election. The largest country in the world (Greece) decided to go all-out to conquer its continent (nearly half of the world's land surface) by attacking the Romans. Takhisis decided to renew various trade treaties (still no Coal, refusing, just in case, to lend the Portuguese some Rubber so that their coal mines on my doorstep would be defended only by Guerillas) with a handful of civs, trading any luxuries and GPT in order to have lasting goodwill) and waited for the collapsing Romans to come asking for help. Our troops (1 transport, a few destroyers, 1 cruiser, 2 aircraft carriers) sailed across the sea and conquered Ephesus. So that's a source of coal secured. The next turn the Greeks tried to attack our TOW Infantry in Ephesus with Cavalry, failed miserably and triggered three MPPs, which, a couple turns later, meant a few more countries joining against them through third-party alliances. A new round for voting came. Everybody at war with the Greeks voted their enemies the Dutch.
This must be my first diplomatic victory in a decade or more.
