Indeed, Col was more of a builders game than Civ, which appealed to me too. I loved the music, and the cute little pioneers that could go from city to city. I loved building a college and university to teach specialized professions. There was so much to explore and enough room for everyone to expand to their hearts content. I think that's what I liked most compared to civ: there was always enough room to build as many as colonies as you wanted, so there really wasn't much need or benefit in fighting the other colonies. In fact, fighting the other colonies could weaken your ability to fight the Europeans during independence.
