Actually the official position of the Iranian government is that they don't even plan to develop nuclear weapons, much less use them. You can distrust them on that matter or not, but that's their official position.

I believe the IAEA said they had refining capabilities for nuclear power, not nuclear weapons. The former does not translate into the latter.

Very good point. By war I mean any significant military action against Iran. Be it air or cruise missile strikes, armed incursions, a ground war or anything inbetween.
IAEA said that there is a very good reason to believe that Iran is pursuing a clandestine nuclear weapons programme. If that's not enough for the doubters, then they clearly wouldn't be convinced even even if they received a letter signed by leading regime officials confirming they have such a programme.
