The food and production bonuses to lake tiles suck until you can improve them with Liang or invest heavily into Auckland ambassadors. I'm extremely busy trying to expand new cities and get districts up during this time period. It's on a leaf tech that requires me to slow down my science progress. I find that maps with decent lake tiles are rare (OMG I reloaded Netherlands all night once trying to get decent lake tiles). It's way more common to get a map seed with camps for Temple of Artemis.
