Huey Teocalli - 12 (15-3) - Overshadowed by Colosseum and Temple of Artemis for amenity bonuses. The food and production bonuses to lake tiles suck until you can improve them with Liang or invest heavily into Auckland ambassadors. I'm extremely busy trying to expand new cities and get districts up during this time period. It's on a leaf tech that requires me to slow down my science progress. I find that maps with decent lake tiles are rare (OMG I reloaded Netherlands all night once trying to get decent lake tiles). It's way more common to get a map seed with camps for Temple of Artemis.

If you want a big navy, put the resources into building some old technology ships using the 100% bonus production card, then upgrade to modern units.

Hagia Sophia - 14 (17 - 3) Since release, there have been a lot of changes that increase the number of missionary-apostle charges available (the early patch changing the base number from 2 to 3, the religious golden age dedication, Moksha's extra promotions). This means that the value of one additional charge is a lot less than it used to be.

Then consider what production does to any such goals. It's the compiled per-turn(s) effect rather than situational bonuses from anything else.
