Mont St. Michel - 6 + 1 = 7: even if you aren't the Khmer if you have reliquaries, this is powerful. Build st. Basils and fill it up, you'll be swimming in religious tourism which offsets it's negative modifiers. Sometimes unnecessary if Kandy is around but useful nonetheless

Mont St. Michel - 4 = 7 - 3. Relics never seem worth it to me. You have to jump through a bunch of hoops to get them (build HS, build temples, buy apostle, RNG the martyr promotion, sacrifice apostle). This makes it slightly easier, but is it really worth the production and faith to go through all of that? I think not

Ruhr Valley - 16 = 15 + 1. This is a top 5 wonder to me so it's surprising to see this so low. This wonder is so versatile. For Science victories it has lost some value due to Renya, but you still need to build the spaceship parts so it is still really really good. For Culture this allows you to build more wonders in your city, or just work on a ton of cultural projects. For Domination you can pump out units like there is no tomorrow. For religion...well it kinda meh for religion. But hey, 3/4 victory conditions ain't bad.

Venetian Arsenal – 19-3=16 While this is somewhat useful some of the time, it's the wonder I build least often of the ones left on this list, since naval combat matters so little in the current iteration of the game. On top of that, its placement adjacent to a coastal Industrial Zone is awkward, since usually inland IZs are optimal because of surrounding hills.

Great Lighthouse - 12 (15-3) --- Not a bad wonder if you are committed having a big navy. +1 movement is good if you are going to tangle with another civ with a big navy. Otherwise, your big navy will probably easily dispatch other smaller navies, in which case this wonder is of considerably less value than other units you might create (and later upgrade) with the production.

Great Lighthouse - 9 (12-3) +1 movement for naval units is pretty weak compared to the survivors in this competition. GAs are by far the worst great people. The gold is negligible considering the hammer investment. If I don't see you again Lighthouse, it's been real.

Bolshoi Theatre - 14 (17 - 3) I have a hard time seeing who this wonder would be useful to. For a non culture player, it's a huge amount of production to put into a culture wonder. For a culture player, the free civics aren't really needed (most tourism sources generate plenty of culture), and the great person/great work side of the wonder has all the limitations of Broadway and Hermitage.

Great Lighthouse - 10 (9 + 1) Bonus movement is a major boost to combat effectiveness, especially for ranged units. More speed means a greater ability to focus fire and a greater probability of attacking first. It also means you can get your units where you need them faster, allowing you to do more with fewer units.

Just read the updated tier list, surprised at some of the options. I thought the post-buffed Great Library would at least be higher in the bottom tier as it's great "insurance" in multiplayer, and against higher AI levels. Quick question about Chichen Itza does the additional culture yield convert to tourism after Flight? That would definitely elevate it's rating in my eyes.

Mausoleum at Halicarnassus - 27 (26 + 1) I actually really like this wonder, not as much as I did after the English were nerfed, but you can get a surprising amount of gold from this. Also having a pair of Iron Clad armadas in the Renaissance is pretty fun. Being able to use Sergei Korolev, Robert Goddard, or Wernher von Braun twice is incredibly powerful for anyone pursuing a science victory.
