Apadana - 7 (10-3) Trouble with this one is not really what it gives.. more about that each of those six (or less on whichever coastal configuration(s), btw) surrounding Capital tiles are far more precious than 2 Envoys/Per Wonders (built afterwards) & 2 GreatWorks-Slots under most gameplay conditions. The advantages offered are VERY specific to City-States Patronage/Gambling.

Mausoleum at Halicarnassus - 16 (19 - 3) This wonder has a lot of potential power, but that power is difficult to fully utilize. It's not common for the same civ to be earning both lots of great admirals and lots of great engineers, and since you don't know at the time of construction which great people you'll be getting, it's hard to plan a strategy around them.

Big Ben - 29 = 28 +1 - Not only do you get an economic slot (the most useful if you disregard wild card) but you double your money. Plan your economy a little before you build BB and you wont have to worry about gold for a few hundred years.

Terracotta Army - 15 = 18-3 - It's of course a good wonder, and not too expensive to build. BUT if you didn't have a reason to build a big army you dont gain a lot. Also, some promotions are of less importance, so the effects might be difficult to reap immediately. And an alternative could be to use the hammers to squeeze out a few more troops to have a larger army. Anyway, not Top-5 wonder material.

Terracotta Army - 12 (15 - 3) Getting and saving the promotion for a healing can mean a lot of wasted XP. Also greatly depends on how many units you have, a larger army will of course benefit more.

Apadana - 1 (4 - 3) You're in the wrong tier, Apadana. The requirement to build you on precious land adjacent to my capital should have eliminated you long ago, as that tile almost certainly carries a high opportunity cost.

Colosseum – 29 (28 + 1) Still the most universally beneficial Wonder. The Amenity bonus alone is worth a fortune in luxuries you can trade away over the remainder of the game.
