ZPNESVI Discussion Thread (Nesse)

The Fiddling Conclave requests financial and manpower support from the Senate to design and construct a more efficient, more stable sewage disposal system in the city. Our intent is to design something that will be less susceptible to earthquakes and other land movements, while also leaving it open for expansion to grow fluidly with the city. We would also like to research methods of applying chemical or biological products to the sewage system to attempt to clean the waste in some degree, so that it might pose less of a health risk.

We would also like to press the Senate not only on our previous interest in the construction of a University, but also an adjoining Hospital to be co-operated by the Hooded Order to improve health care and medical research within the city.

For years, we have been attempting to research stronger, safer concrete mixtures, and now more than ever do we see the need. Any clan that is willing may contribute what they can to this research, in the hopes that the reconstruction effort in the city be a more permanent solution, and that the city of Nesse might some day stand firm and proud despite the wrath of the earth beneath us. We are willing to dedicate manpower to the reconstruction efforts across the city, as it is needed, so long as we are not drawn away from our research into the new concrete materials that we will need for such work.

Also, on a note of commerce, the Fiddlers have discovered the process to create an artistic and functional varnish for wood crafts that not only creates objects of greater beauty, but also greater strength. We wish to work alongside the Drezden Clan to produce wonderful new wood crafts to contribute to the Nessian economy. Our newly built workshop still has ample space for other production tasks, and with support from the Drezden, we believe that our two clans will do much to allow Nesse and the Outlands to prosper. It is possible that the Boar Tribe would be willing to exchange their intriguing gold crafts for our woodworking, which will bring greater wealth and beauty to the Nessian Elite.

The Fiddlers would also like to participate in some degree in the barter town of Uuta, as we already work somewhat closely with the Drezden, and our people living among them have combined Nesser ingenuity with Outlander skill to create wonderful new crafted products. Of course, permission is first requested of the Senate as well as the Ninticus Clan to permit our carts through the gateways of the city to interact with our fellow scientists living in the Outlands.

Test these concretes near the lodge, and we can learn how they bond with lumber. Our cooperation has worked wonders so far, and we look forward to fostering more learning between our clans.
 
The Fire Clan requests the approval of the Senate to build a fort in the newly conquered Southern lands. There are a great many potential enemies to our South, and a well placed fort could hold them all off, as the pass to the North is thin. We are willing to fund the building of the fort, but any other clan is allowed to contribute to make it better. It will be used to maintain the Southern border, thereby protecting all of Nesse, and will also be used to train soldiers better then can be achieved near the city. As the Cyrians have shown their aggression, its immediate construction may just save Nesse, and also give us a base from which to retaliate when we become able. The Fire Clan will move into the fort (except for representatives at the Senate) but it will be big enough to house a sizeable army.
 
In addition, the Fiddling Conclave requests the assistance of House Ìademos in the creation of scientific tomes and notation systems, firstly to fill our own libraries, and secondly to be supplied to the University, if it is ever approved for construction. While we are able thinkers, we are not linguists, and many of us have poor handwriting and inconsistent notation when it comes to the writing of scientific data. Each of our researchers keeps private notes that, though shared amongst the Laboratory, are often confusing and illegible to other researchers, even those working on the same projects. It is our belief that the great Scribes of this city will be able to assist us, with the incentive of appropriate compensation, to create a singular notation system, as well as instruction in formal handwriting of a legible and well-structured manner, to improve our group-based research projects. This will also eventually assist in future instructions, should the University be formalized, as a uniform method of symbols and formula structure will be easily passed on to new students at an entry level, while providing the flexibility of serving veteran researchers and new concepts alike.
 
Also, if we find that the Alya Clan is letting merchants through the gates free of charge behind our backs, we are going to demand reperations. They are taking money out of our pockets, and it is going to start affacting our ability to defend this city properly, as well as construct the new walls and gates.

Trade is never damaging if it is done among friends. How are we taking money out of your pockets? Without us City of Nesse would be in financial crisis - merchants can't trade because of the high taxes. If the élites would think on the Citizens, they would cut taxes and allow more trade - instead you refused to cut taxes.

Building marketplaces is no use if there are no goods to trade - we are providing goods for trade and thereby helping citizens, our brothers, to survive.

We think City of Nesse has enough troops and well trained militia (you caught assasians!) to defend themselves against any attack and city guards would surely notice anyone trying to invade to our beloved home town. We request that - just as we do take all élites as one clan, you do not take Exiled ones as one clan - Moon Shadow and many other clans had nothing to do with the assasinations !

To legalize trade between Moon Shadow Clan and City of Nesse. That means every bit of grain/tool/goods that goes to City of Nesse will be accounted and officaly declared.

We are willing to pay 1/3rd of original shipping taxes and fees of goods that go into city of Nesse- this is for fairness of trade.

Statements of House Ìademos:

We welcome the friendship of the Conclave, but we are somewhat unsure about the creation of a University. Nesse, as it stands, suffers from a lack of productive industry. The Outlands grow in wealth while the city languishes. Adding the diversion of expensive education would further distract average Nessers from their work, and would end up being yet another Elite plaything. Additionally, we scribes make our meager living off of specialized knowledge of reading and writing. Consenting to a University would be tantamount to signing our own death warrant. It would create unneeded competition in both our spheres.

However, we would be pleased to grant the Fiddling Conclave our assistance in updating their notation systems. Financial compensation is, as always, appreciated.

Also, we wish to make a broader proposal. The Conclave and House Ìademos represent great thinkers and planners. We represent a level of individual above the common mass, but below the Elites who rule our city. Our influence is great due to the services of thought which we provide. And a challenge presents itself this very day.

A University? Sewage runs in the streets of Nesse, while public infrastructure collapses at every turn! We do not need to be building schools when our city's population is dying of disease. We have come from the well-ordered cities of the Sea Kingdom, and the organized chaos in which Old Nesse was built has finally borne fruit. Instead of a University, let our scribes and your thinkers turn our collective endeavors towards re-planning the city of Nesse. Your research into new building materials can mesh nicely with our cartographers and drafters who can design street layouts and schematics. If we present a joint proposal for the rebuilding, enrichment and fortification of Old Nesse, the Elites will fund us and employ us as its' chief architects.

Do not make proposals on behalf of an island you do not control. If you wish to include us, then include us, and make an attempt to contact us before talking of the Island as a whole.

]As for the Clan's proposal, even if we thought for a second that it would be considered by any Elite for more than half a second, we wouldn't agree to it. We trade freely, and as the City gives us nothing neither should we have to give the City any kind of tax.

On the other hand, we like to see your agreement with us, and that you remind our... fairer... brethren of the east that the vastly greater part of the Exiles had nothing to do with the recent spate of killings within the City. We, at least, have kept to the undeclared agreement, and have kept to our side of the waterways. Let the City do the same - if they are truly dedicated to capturing the killers, we shall do so. All we ask is basic troop cost; the training is enough for our purposes, so we would take no profit.
 
The University is a long-term project that the Fiddling Conclave does not expect to reach completion, or even the beginning of construction, any time soon. As it stands, the new sewage system and the reconstruction of the city are our primary concerns. The earthquake, as well as its aftershocks, affected the Laboratory just as much as the rest of the city. We have already begun work on our new architectural designs using our very Laboratory as the prototyping grounds. We would be happy to have your future planners work alongside our future engineers.

To return to the issue of the University, we see it more as an opportunity to provide substantial training in skilled fields that are severely lacking in our city. Finer crafts and learned services will provide a stronger economic backbone for the Nessers and Elites placed in the system, as well as providing a centralized location for the sharing of the city's wealth of knowledge between the clans. While we definitely agree that it is far from a pressing issue at the current time, we believe that the planning stages should at least be considered soon, so as to not drag out the development process into innumerable years and potential stagnation. The University will surely bring great prestige and immigration to Nesse, once our infrastructures are in place to support them, proving to the world that the Nessian population is a pinnacle of knowledge and enlightenment. Still, as we said, it should most certainly be a mere concept at this stage, while we rebuild our city and cure our people.

Also, the Hospital isn't a bad place to start, as far as future health care is concerned.
 
Again, we suggest that a major replanning of Old Nesse is in order. If the Conclave and our House were to lend our words to this matter, we might be able to rebuild the city in an orderly, concentric manner befitting the new order of our government and city.

We do, of course, support increasing Nessan infrastructure. On the subject of healing, however, we suggest speaking with the Hooded Order.
 
The Drezden are more than willing to send lumber to the quake-stricken people of Nesse. The prices have been lowered, and the axmen will come to recruit strong young folk to join the ranks of the axmen, ensuring this sort of tragedy never catches the Nessers unprepared again!

They have made the City of the Two Rivers their ceremonial capitol. But they don't like to spend too much time in cities, they prefer to go on campaigns as much as possible.

Whenever the Cyrian god-king dies, the Cyrian priest-elders pass the crown on to whoever has earned the most glory. It is said one prince was killed at the siege of Zuyan, the City of the Easterners. Another prince is the one who destroyed the Hyksoz refuge. It doesn't seem like there's any other serious challengers now.

Cyrians are totally ruthless towards their enemies, but merciful to the rest. In this way they share the same code of honour of most of the 'uncivilized'.

This, fair Nessers, Elites, and Outlanders, is what we scribes have learned of the Great South.
 
Askani House will of course be providing financial support(with interest) to those who need it after this great disaster. Our counting house, which, thankfully, was one of the buildings left standing in the Old City, will also be used as a make-shift hopspital, should the Hooded Order need such an outpost.

If not, the temporarily homeless will have shelter in our halls.

We are talking only about our clan trade, as we are one of two biggest traders. (OOC: Edited my previous post, sorry for not being clear.)

Marcus Wolf, Wolves representative on the Senate stood and looked around the room.

Dear Senators, once again our military might has been proven by enemies, and once again we paid dearly for it. Several of our citizens have been captured, sure they have been released, but what is to prevent them from returning and doing it again, a fort? A fort can do the job provided it has a good garrison and a reinforcing army 1-2 days march away, after all they cannot hold out indefinitely, therefore I petition that a formal army be raised, with 1/4 going to this fort that the Fire Clan so graciously is building and the rest be marched to the West where they will camp down and wait for another attack on the fort. From there whoever is attacking us will be trapped between two armies and will be defeated.

The other option is to fortify our borders and establish warning outposts that will give us time to raise an army and meet the threat. Such a task would require assimilating or eliminating the Golden, Wolf, and Boar Tribes.
 
The Hooded Order will help The Fiddling Conclave in the operation of the Hospital. All we ask is that we are allowed freedom to move in and out of the city, due to our beliefs. That's mostly directed at the Ninticus Clan.
 
On the subject of barbarians, an alliance with the Golden Tribe would serve us well, for the moment. They also war with the Cyrians, and they do not pose the same threat as this foreign Empire.

Additionally, we have established friendly contacts with the Boar Tribe, who are very interested in trading with our city. They, too, might ally with us.

Truly, we are more worried about the Nyud Kingdom in the west. We are prepared to fortify our holding of Iaeda, but we request that the Senate grant us a stipend to purchase weapons to arm our townspeople.

If Alya truly harbors criminals among its men we will quickly work with your do dispatch them. We will require your aid in finding and eliminating all criminals that are Alya. Alya will not become an house of criminals. We also did not create any "unofficial" gates. Again we will work with your to dispatch the city of those. While we are against the gate tolls - we do not break the laws of Nesse.

We support the creation of a university and hospital and wish to put both for a vote of the senate so that all clans will help with its creation. We also wish again for a vote to lower gate tolls.
We also need to vote on sending diplomats to barbarian tribes that have been growing and offer trade.
Also we wish to put for a vote an attack on Exile island to destroy their fort and port.

We thank you for bringing such information for all Nesse to see. We do hope this does not mean the southern caravans will just be destroyed by Cyrians when they reach somewhere.

Obviously the thread made by Cyrians is a risk Nesse has taken. Soon the citizens will be tested for their hunger for power. The Cyrians said they will give one man control over the city with their support - Alya believes too many may try to take on that offer... While we do think tribute may be needed to be given to the Cyrians we cannot abandon our new found ways of a senate and moderator.

We would not have expected such a proposal from the Ìademos. Unfortunately, Exile-Nesse relations being what they are, we search for the hidden catch within what you say. We care not for assassins, and as we have already said we are willing to undertake the task for little more than the cost of it.

However, we wonder under what terms would this "trade" apply? We cannot enter Nesse, thus we would be forced to accept Outlander, Nesse, or even Elite caravans to come into our lands. Likely, armed caravans, to "guard against potential Exile aggression". This seems... less than wise. Perhaps it is needless paranoia, but we are content enough with our trade with others, and feel no need to include the citizens of Nesse among the merchants that come to our little village.

Thus, the Orange Clan, at least, will not take your deal. Whether you find another to do so is your business; otherwise, consider if you want to take our offer on our terms.
 
The Drezden say that Exiles are welcome to the Lodge if they wish to purchase lumber. The same rules that apply to any other visitor are applied to the Exiles. Show respect, and respect will be returned in kind; disrespect the axmen, and the forest'll be your resting place until the Lady of the Forest comes to claim ye.
